The proposed 1985 salary would begin to <br />reflect the increase in the responsibilites and <br />workload of a Council Member, as well as the cost of <br />living since the base year 1967. The job of a <br />Council Member has grown in complexity, and among the <br />requirements for performing the job effectively is <br />some understanding of both State and Federal laws, <br />plus a working knowledge of the creative financing <br />now a critical part of funding the Nation's cities. <br />In many instances, Council Members now find them- <br />selves in the role of "clearing house directors" <br />dealing with problems unrelated to their usually - <br />defined councilmanic roles. Various "helping <br />agencies" have disappeared, and often members of the <br />public (especially on weekends and evenings) do not <br />know where to turn for needed service. Although <br />"moving Mountains" and "cutting red -tape" are not <br />mentioned in the City Code Book, I know of no Council <br />Member who would feel comfortable hanging up the <br />phone without trying to steer the caller toward the <br />proper agency, if one can be found. <br />
