This bill should help to ease another problem - -that <br />of salary compression. The City Attorney, for <br />example, is already paid a salary only slightly lower <br />than the Mayor's and cannot advance. This effects <br />the City's ability to hire and retain quality staff <br />members. I have attempted to incorporate into this <br />bill the recommendations of fellow Council Members, <br />and therefore, would ask your favorable recommendation <br />of this bill. <br />Sincerely, <br />Beverlie J.
