REGULAR MEETING <br />AUGUST 28, 2000 <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Kelly made a motion for favorable recommendation to full Council concerning <br />this bill. Councilmember Coleman seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />BILL NO. 52 -00 A BILL RB- DESIGNATING AND RE- ESTABLISHING AN <br />HISTORIC LANDMARK FOR REAL ESTATE AT 108 NORTH <br />MAIN STREET, COMMONLY KNOWN AS THE JMS <br />BUILDING, AND RESCINDING ORDINANCE NO. 8915 -98 <br />Councilmember Coleman made a motion to continue this bill until the October 9, 2000 meeting of <br />the Council at the request of the Petitioner. Councilmember Varner seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />BILL NO. 45 -00 A BILL AMENDING THE ZONING ORDINANCE, AND <br />ESTABLISHING AN HISTORIC LANDMARK FOR THE <br />PROPERTY LOCATED AT 3020 BUCKINGHAM, IN THE CITY <br />OF SOUTH BEND, INDIANA <br />Councilmember Coleman made a motion to continue this bill until the November 13, 2000 meeting <br />of the Council at the request of the Petitioner. Councilmember Varner seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />BILL NO. 65-00 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND AMENDING CHAPTER 20 OF THE SOUTH BEND <br />MUNICIPAL CODE TO EXTEND REGULATION OF PARKING <br />TO MUNICIPALLY OWNED PARKING PLACES <br />Council President Pfeifer made a motion that the Council consider the substitute version of this bill. <br />Councilmember Kelly seconded the motion which carried by a voice vote of nine (9) ayes. <br />Council Member Aranowski reported that the Personnel & Finance Committee met on this bill and <br />sends it to the Council with a favorable recommendation. <br />Mr. Michael Giulioni, Economic Development Specialist, Division of Economic Development, <br />Department of Community and Economic Development, 1200 County -City Building, South Bend, <br />Indiana, made the presentation for this bill. <br />Mr. Giulioni advised that last year they began the process of replacing outdated access control <br />equipment in the three (3) City owned garages. While working with the downtown partnership it <br />was decided that portions of the garages would be `designated for two (2) hour free parking. They <br />then became aware that they would need to enable the parking enforcement officers to police this <br />new privilege. The ordinance submitted will enable the City or their authorized agents to enforce <br />the two (2) hour free parking in any municipally owned parking facility. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Aranowski made a motion for favorable recommendation to full Council <br />concerning this bill.
