Councilmember Varner made a motion to refer this bill to the Public <br />Works and Property Vacation Committee and set it for Public Hearing and Third Reading on May <br />22, 2000. Councilmember Coleman seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />BILL NO. 42-00 FIRST READING ON A BILL APPROPRIATING $55,000 FROM <br />THE URBAN DEVELOPMENT ACTION GRANT FUND FOR <br />THE PURPOSE OF FUNDING PREDEVELOPMENT COSTS <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the Community <br />and Economic Development Committee and set it for Public Hearing and Third Reading on May 22, <br />2000. Councilmember Coleman seconded the motion which carried by a voice vote ofnine (9) ayes. <br />UNFINISHED BUSINESS <br />1. UPDATE ON CENSUS EFFORT <br />Council President Pfeifer advised that the Council is in receipt of a letter from the <br />United Religious Community of St. Joseph County outlining their efforts to <br />encourage residents to complete their census forms as well as a form of Proclamation <br />from the United Association of Journeymen and Apprentices of the Plumbing and <br />Pipefitting Industry of the United States and Canada. <br />Mr. Larry Magliozzi, Assistant Director, Planning & Neighborhood Development, <br />Community & Economic Development, 205 West Jefferson Boulevard, Suite 416, <br />South Bend, Indiana, submitted to the Council a handout which he copied from the <br />Census web site which indicated the initial response rates for counties in Indiana as <br />of April 25ffi. Mr. Magliozzi informed the Council that the enumerators are out and <br />are now in the difficult process of visiting houses. They have received some difficult <br />residents as there is a growing distrust of government and forms in particular. He <br />noted that it is the long form of the census that is used by the federal government to <br />distribute tax dollars back into the communities. He noted that the census effort will <br />be winding down in mid -July. <br />In response to an inquiry by Councilmember Coleman of what the cost would be for <br />the City to make an all out effort to encourage residents of South Bend to complete <br />their forms, Mr. Magliozzi stated that at this time it is being determined what <br />method would be most efficient. It has been decided that a mailing will be sent to <br />residents of South Bend encouraging them to complete their forms. Councilmember <br />Coleman reiterated that he will support any request for an additional appropriation <br />
