REGULAR MEETING JANUARY 24, 2000 Councilmember Coleman made the presentation for this Resolution by reading it in its entirety and presenting it to Corporal Derek Dieter and members of the IMPALA soccer team. Joining Corporal Dieter and the team were Sergeant Ron Glon and County Councilman Rafael Morton. Mr. Morton, on behalf of the Housing Authority Board of Commissioners, thanked the Council for their continued support of this program. Corporal Dieter of the South Bend Police Department also thanked the Council for their support. A Public Hearing was held on the Resolution at this time. There was no one present wishing to address the Council either in favor of or in opposition to this Resolution. Councilmember Varner made a motion to adopt this Resolution. Councilmember Ujdak seconded the motion which carried by acclamation. MAYOR'S STATE OF THE CITY ADDRESS At 7:25 p.m. Mayor Stephen J. Luecke presented to the Council the annual State of the City Address. RESOLVE INTO THE COMMITTEE OF THE WHOLE At 8:15 p.m. Councilmember Varner made a motion to resolve into the Committee of the Whole. Councilmember King seconded the motion which carried by a voice vote of nine (9) ayes. Chairman Uj dak presiding. BILL NO. 92 -99 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1408 & 1412 MISHAWAKA AVENUE AND 912 OAKLAND AVENUE IN THE CITY OF SOUTH BEND, INDIANA Councilmember Coleman made a motion to continue this bill until February 28, 2000 at the request of the Petitioner. Councilmember Aranowski seconded the motion which carried by a voice vote of nine (9) ayes. After discussion, it was noted that this bill should have been continued until February 14, 2000. Therefore, Councilmembers Coleman and Aranowski withdrew their previous motion and Councilmember Coleman made a new motion that this bill be continued until the February 14, 2000 regular meeting of the Council and sent to the Zoning and Annexation Committee for review. Councilmember Aranowski seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 104 -99 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY GENERALLY LOCATED BETWEEN LINDEN AVENUE ON THE SOUTH, JOHNSON STREET ON THE EAST, WERWINSKI STREET AND LONGLEY AVENUE ON THE NORTH, AND OLIVE STREET ON THE WEST Councilmember White reported that the Zoning & Annexation Committee met on this bill and sends it to the Council with a favorable recommendation. Mr. John Byorni, Assistant Director, Area Plan Commission, Room 1140 County -City Building, South Bend, Indiana, presented the report from the Commission. He noted that this is a Common Council initiated petition to rezone from `B" Residential, "A" Height and Area and "C" Commercial, "A" and "D" Height and Area to "A" Residential, "A" Height and Area to allow uses permitted in the "A" Residential District. Mr. Byorni noted that based on information available to the staff prior to the Public Hearing, they recommend that this petition be sent to the Council with a favorable recommendation. The maj ority
