The pipe and channel alternatives for this <br />segment will be evaluated at a high-level. <br />Miscellaneous Demolition Near Hydraulic Improvements. An abandoned concrete pad east of the primary clarifiers and <br />north of the Primary Scum Building will be demolished. The existing Parshall flumes will be evaluated during preliminary design <br />if modification of the flumes is cost effective when the primary effluent hydraulic improvements are constructed. <br />Arcadis will prepare design drawings and specifications as a supplement to the Final Clarifier Nos. 1-3 Improvements project, <br />which is being delivered through a Guaranteed Savings Contract between the City and Bowen Engineering. The City will <br />coordinate with Bowen Engineering to provide associated construction cost estimates for this project. Arcadis will also perform <br />construction administration services. The City will perform construction inspection. A SharePoint site will be established for use <br />during design. <br />The scope of engineering services shall include the following: <br />1. Project Management. Provide project management including scope, budget and schedule control; project coordination; <br />maintenance of records; project setup, invoicing, and close-out. <br />2. Kick-off and Design Review Meetings. Meet with the City to kick-off the project including a site visit to perform initial <br />above-ground field investigations. Meet in-person with the City monthly to share progress, resolve outstanding items, <br />perform additional field needs, and review deliverables and design progress for 60% and final designs. In addition to these <br />in-person meetings, up to four conference calls are included. <br />3. Survey. A survey may be required during design for key spot elevations. Any survey will be provided via subcontract <br />services. A $5,000 allowance, currently not included in the fee pricing, shall be added if survey is needed. <br />4. Basis of Design. Conduct a preliminary design including the following tasks. <br />a. During the kick-off meeting, inspect the abandoned primary effluent channel from the surface to determine structural <br />rehabilitation needs of the channel for future use. <br />b. Confirm hydraulics to determine extent of hydraulic improvements. <br />c. Confirm structural needs including rehabilitation for all areas. <br />d. Obtain manufacturers’ cut sheets including materials of construction, cost quotes, delivery schedules, and <br />dimensions from vendors for piping and equipment. <br />e. Develop preliminary requirements for construction phasing and for coordination with Owner’s operations including <br />allowable pipe/tank shutdowns and scheduling. <br />f. Perform a constructability review of the design at this time. <br />g. Develop preliminary engineer’s opinion of probable construction costs. <br />h. Prepare preliminary drawings and major equipment specifications. <br />i. Summarize the above tasks in a Basis of Design Meeting. <br />5. Construction Drawings. Prepare detailed drawings to supplement the Final Clarifier Nos. 1-3 Improvements drawings to <br />show the general scope, extent and character of the work to be furnished and performed by Contractor. The plans will show <br />civil piping configuration and layout, structural components and detail. Record drawings will be recreated in AutoCAD for use <br />as the base sheets. <br />6. Specifications. Prepare specifications to supplement the Final Clarifier Nos. 1-3 Improvements project manual. The <br />technical specifications will be prepared in conformance with the fifty-division format of the Construction Specifications <br />Institute. <br />7. Industrial Treatment Evaluation. Arcadis evaluated digestion alternatives for providing treatment to a potential industrial <br />user’s discharge that was proposing to discharge high loads of BOD to the South Bend WWTP. Alternative evaluations <br />included: (1) evaluating the treatment capacity of the existing processes at the South Bend WWTP to treat higher BOD loads <br />and (2) sizing and providing a high-level construction cost estimates of a remote digester facility to treat proposed BOD loads <br />from a new industrial discharger. <br />8. Construction Schedule. Prepare construction schedule establishing advertisement dates, bid opening, notice-to-proceed, <br />and critical milestone dates for each design deliverable. <br />9. Guaranteed Maximum Price Assistance. Assist the City in reviewing the guaranteed maximum price. <br />Upon successful completion of the design phase, the following construction services apply.
