Cover Letter to Soils and Water Tables Review Ordinance <br /> April 17,2013 <br /> Page 2 <br /> 8 Authorizes the Building Commissioner, in conjunction with the Director of <br /> Public Works, to implement additional conditions if warranted such as <br /> requiring soil borings, recommend relocation, recommend that elevations be <br /> given, deny the construction of a basement, require subsurface drainage <br /> system, require a drainage system around the exterior walls; require a drainage <br /> system under a basement floor; or require sump pumps with back-up power <br /> supplies <br /> Additionally, a cross-reference is made in the ordinance to the Building Commissioner's current <br /> authority to deny a permit when deemed necessary. We are also attaching examples of the many <br /> sources of documentation available on ground water from the USGS for informational purposes. <br /> We believe that the proposed regulations are reasonable and a proactive measure to address real <br /> concerns so that the safety,health and welfare of our citizens are protected. <br /> This ordinance is proposed a similar spirit in which Ordinance No. 10225-13 was made. That <br /> ordinance was passed by the Common Council on March 25, 2013, and continues the <br /> requirement for a Certificate of Occupancy which has been deleted from the Building Code. <br /> We look forward to having discussions with you and the City Administration on this very <br /> important piece of proposed legislation.
