White <br /> Chairperson, Committee Re: Ordinance Requiring Review of Soils and Water Fables Data <br /> of the Whole During the Building Permit Process <br /> Tim Scott Dear Council Members: <br /> First District <br /> We are pleased to introduce for your review and approval a proposed ordinance <br /> Second District t <br /> Henry Davis, Jr. which would amend the City's building regulations. <br /> Valerie Scbey With the New Energy Ethanol Plant shutting down production last November, our <br /> Third District Public Works Director has confirmed that there are millions of gallons of water <br /> per a day which are no longer being withdrawn. This has resulted in the water <br /> Fred Ferlic table rising back to its previous natural level in this area, which was once <br /> Fourth District marshland at the headwaters of the Kankakee River. <br /> David Varner The attached ordinance would: <br /> Fifth District <br /> Require the Building Commissioner or his/her authorized designee to review <br /> Oliver J. Davis as part of the building permit process for any new building or structure, <br /> Sixth District enlargement, or moving an existing structure, a soils and water table review of <br /> the immediate land area earmarked for the structure <br /> Derek D. Dieter <br /> At Large * Require such review to include reviewing four (4) items in addition to the <br /> Gavin Ferlic current requirements, namely: <br /> At Large <br /> 1. St. Joseph County Soils Map <br /> Karen L. White 2. Maps depicting wetlands <br /> At Large 3. Maps depicting floodplains <br /> 4. Maps depicting drainage basis/watersheds <br /> with examples of each attached for your review immediately after a 1-page <br /> summary from the USGS Publication on water tables. <br /> O Requires the Building Commissioner or his/her authorized designee to - <br /> confirm all locations in the vicinity where is large ground water withdrawals <br /> of V2 million gallons or more per day <br />
