SOUTH BEND PUBLIC UTILITIES
224 North Main Street
P.O. Box 1714
MICHAEL L. VANCE
Director of Utilities
Mrs. Beverlie Beck
President
Common Council
City of South Bend
Dear Mrs. Beck:
CITY ®f SOUTH BEND
ROGER O. PARENT, Mayor
COUNTY-CITY BUILDING SOUTH BEND, INDIANA 46601
November 28, 1983
219/284 -9322
The attached ordinance will be presented for first reading at
the ,December 5, 1983 Council meeting. The ordinance approves a con-
tract between Autocon Industires, Inc. and the Board of Water Commis-
sioners in the amount of $265,085. This ordinance when approved will
allow us to substantially complete the repairs at the North Station
caused by the main break in the spring of 1982. The contract repre-
sents the replacement of the main control system which controls all
well fields in town depending on the demand placed on the system by
its customers. Currently those functions are being accomplished through
the use of supervisory personnel and mobile operators. Prior to the
1982 main break, the majority of those functions could be controlled by
the operator at North Station.
As an additional system benefit, the Fellows Booster Station will
become an automated facility under the proposed system. Currently
that facility is manned 24 hours per day, seven days per week. Through
that automation, additional savings may be realized as the new system
becomes operational. The system will operate much more efficiently
with the possibility of reduced staffing in the future.
It is anticipated that work will not begin until January of 1984,
yet it is critical that the ordinance be passed in 1983 because the
majority of funding for the project was budgeted in 1983, with the
balance in 1984. It is anticipated that the project would be completed
by October of 1984. Funding would come from the 1983 Depreciation Fund
budget line 416.0 in the amount of $194,655 with the remainder from the
1984 Depreciation Fund budget. If there are additional questions, please
feel free to contact my office.
Sincerely,
Michael L. Vance
MLV /mtw Director of Utilities
cc: John Leszczynski
Members of the Common Council
