Exhibit A- Engineer’s Services

DTSB Stormwater Plan - Scope of Services

(Exhibit A- Engineer’s Services)
- Should the proposed storm sewer for any development scenario noted above require
outfalls to the river or unusual elements such as boring under railroad or other features,
McCormick Engineering would bring this to the attention of the City project manager to
confirm the viability of these design features prior to performing preliminary cost estimates
associated with the particular storm sewer network for the particular development
scenario.
- The proposed analysis should include georeferencing of the conceptual storm sewer
networks for various scenarios in State Plane coordinates for maximum utility and benefit to
the City.

2. Investigate Existing Tie-Ins to Current Stormwater System
- Conduct a study to review what properties are currently connected to the separate storm
sewer.
o Method: use as-builts and
o Use the previously studied area and available sewer inspection videos

3. Proposed Stormwater allocations for new developments and redevelopment
- Design for an allocation of stormwater for each potential development property in the study
area
o Determine if this will be a partial infiltration and discharge allowance or total
discharge allowance
o Determine what percentage impervious is planned for currently undeveloped
parcels
o Assign geographical region for stormwater connection allowance
o Identify known areas of environmental contamination onto the sewer map, based
on data provided by the City.
- Develop a discharge/access agreement template for properties seeking connection during
the development process.

4. Design Storm Sewer Improvements needed
- Designing separation of combined sewer into sanitary and separated storm where
improvements are made.
- Design a process and schedule for currently connected proprieties to disconnect or enter
into an annual fee/contract.
- Determine design for emergency events larger than the 25 year/24 hour storm
