Upgrades included toilet replacements, toilet flush valve retrofits, urinal
flush valve retrofits, sink aerator retrofits, and showerhead replacements.

Commissioning
After the installation of the ECM, commissioning activities were performed in accordance with Schedule Q of the EPC.

In order to verify proper installation during construction, Ameresco confirmed operation of all fixtures as they were
completed. Installation of the newly installed plumbing fixtures was inspected and found to be acceptable by
Ameresco. Baseline flow rate measurements were taken of a sample of the original fixtures prior to their removal from
service.

Operational performance of the new fixtures was tested. Initial performance tests of the wall-hung water closets were
found to be unacceptable. Therefore, these units were all replaced with toilets from another manufacturer. Once the
final scope was installed, the functional performance of all the fixtures was found to be acceptable by Ameresco. Flow
rate measurements were taken on a sample of the new fixtures.

Measurement & Verification
The M&V Plan for this ECM was based on IPMVP Option A – Retrofit Isolation Using a Key-Parameter Measurement.

Savings for this ECM were calculated using an Excel spreadsheet calculation to determine the baseline and proposed
water consumption and natural gas consumption for domestic hot water. Fixture flow rates, fixture utilization, and
heating plant efficiency are the key variables entered into the spreadsheet calculation that determine the savings.

For this ECM, the key parameter being measured is pre and post installation flow rates. The fixture utilization is set
forth in the water calculations, and it remains unchanged in calculating the verified savings. Pre and post installation
flow measurements were taken on a sample of the fixtures throughout the facilities. Flow measurements were grouped
and averaged by fixture type to determine the actual flow values that were used to update the savings calculation.
These measured flow rates were then inserted into the water savings spreadsheet calculation to determine the verified
savings. The plumbing fixture measurements are shown in Appendix I.
