<br />15 <br /> <br /> <br />Energy Solutions <br />For Every Need <br />City of South Bend, IN <br />RFQ Guaranteed Energy Savings Contract <br />Department of Public Works <br />calculations; historical data; etc. Solar PV systems will be modeled with Helioscope and/or PVsyst which will determine <br />the solar production during a typical weather year based on local weather conditions, system configuration, and <br />external factors such as shading or soiling from snow or dust. HVAC and lighting system savings are usually calculated <br />with spreadsheet calculations where the change can be isolated and the system can be analyzed somewhat <br />independently. The inputs into the calculations are based on existing and proposed equipment information, facility <br />trends, and operating conditions that have been discussed and reviewed with the City. Based on the method of <br />calculating and the potential for variation in savings, Ameresco will provide a percentage of the savings that will be <br />guaranteed. The City is likely to see higher savings than the guaranteed amount. <br />Stipulated Savings <br />Stipulated, or Agreed-Upon savings are used sparingly, and only when the savings from a specific ECM have a high <br />likelihood of occurring once installed, and where the cost to perform measurements of such ECM would exceed the <br />amount of savings generated. In these situations, the calculations and supporting data are carefully reviewed with the <br />owner to ensure that all parties understand the savings and agree that the ECM will result in the amount of savings <br />that are calculated. <br />Operational Savings <br />Operational savings represents the maintenance costs reduction due to the implementation of the proposed ECMs. <br />Existing maintenance costs can be determined from maintenance cost history provided by the City and/or current <br />costs of existing system components. Future maintenance costs for proposed equipment are estimated based on <br />lifespan of the equipment and currently available prices for the components. Ameresco generally does not include <br />staff time in the non-utility savings as a decrease in workforce is not anticipated. We would work with the City, if <br />they would like to include deferred maintenance savings, to determine the extent of these savings based on <br />historical costs and the present costs to address these items. Operational savings are typically stipulated savings <br />that will be agreed upon in the guaranteed savings agreement. <br />Maximum Return <br />Ameresco is able to maximize the return for our customers in several ways. First, we provide firm, turnkey pricing <br />without changes orders to ensure that the price we proposal is the price the City will pay. Second, we guarantee <br />savings to ensure the City sees the expected return. In addition, all savings including those above the guarantee <br />belong to the City. Third, we evaluate and investigate available incentive opportunities ranging from utility <br />incentives to tax credits to available grant programs that we will support the City in applying for. <br />Financial Incentives | Maximizing Project Value <br />Ameresco will follow all requirements for and subsequently apply for utility incentives or rebates on behalf of the <br />Owner and payable to Owner, including the Inflation Reduction Act rebate. <br />Ameresco stays abreast of federal and state grants, rebates, and incentives. Our staff quickly analyzes and <br />disseminates information from pending and passed legislation. Additionally, we have regional staff who work <br />closely with clients to assist in grant, incentives, and tax rebate applications. We have secured more than $330 <br />million in grants, incentives, and rebates for projects throughout the country. <br />For each of our projects, we research current utility rebates as well as local and federal grants to maximize <br />financial benefits to the City. The incentives available will depend upon the final ECMs. We will review both the <br />prescriptive and custom incentives made available by Indiana Michigan Power including for HVAC upgrades, new <br />VFDs, lighting upgrades, occupancy sensors, etc. Ameresco will prepare and submit the required applications for <br />utility incentives for applicable measures. While we are not a tax advisor and cannot legally apply for the Direct Pay <br />investment tax credit from the Inflation Reduction Act, we will ensure that the City has the documentation needed
