SECTION 3 – STORMWATER <br />38 <br />3-3.4 (b) SEWER SYSTEM QUALITY ASSURANCE <br />3-3.4 (b) (i) TESTING REQUIREMENTS <br />1.) Examine each piece of pipe before installing. Remove all defective material from the site. <br />Ductile iron pipe is to be rung with a light hammer to detect cracks. <br />2.) A City Engineering representative must witness all tests. The City Engineer requires three (3) <br />working days prior notice before any test. The sewer pipes must be ready for testing at the time <br />specified. During the inspection process, if any material needs to be replaced, the test must be <br />performed again to include the new material. <br />3.) Record drawings must be on file at the City Engineer office at least three (3) working days <br />prior to the sewer test. These drawings must include all sewer and structures. Proper <br />documentation shall be provided on official letterhead including a detailed list of materials, <br />sizes, and total lengths installed. The City Engineer’s office is located at 227 W. Jefferson <br />Boulevard, Suite 1300 N and the phone number is (574) 235-9251. <br />3-3.4 (b) (ii) MANDREL DEFLECTION TEST <br />1.) A five percent (5%) Mandrel Deflection Test shall be performed on all PVC and HDPE gravity <br />storm sewer pipe. <br />2.) These pipes shall be mandrelled with a ridge device sized to pass five percent (5%) or less <br />deflection (or deformation) of the base inside diameter of the pipe. The mandrel test shall be <br />conducted no earlier than thirty (30) calendar days after reaching final trench backfill grade. <br />Each pipe material/type required to be mandrel tested shall be tested with a mandrel approved <br />by the pipe manufacturer and meeting the requirements of this section. The test shall not be <br />performed with the aid of a mechanical pulling device. <br />3.) The mandrel shall be pulled by hand through all sewer lines in a manner acceptable to the City <br />and any section of sewer not passing the mandrel shall be uncovered, replaced, or repaired to <br />the City’s satisfaction and retested. <br />4.) Proving rings shall be provided to check the mandrel. Drawings of mandrels with complete <br />dimensions shall be furnished to the City upon request for each diameter and specification of <br />pipe. <br />3-3.4 (b) (iii) SEWER TELEVISING <br />1.) Before final acceptance, the gravity storm sewer system shall be televised. <br />2.) Provide television equipment capable of properly documenting the conditions as found within <br />the pipe in a digital video format (DVD). Lighting for the camera shall illuminate the entire <br />periphery of the sewer. The camera shall be radial view type capable of viewing 360 degrees <br />within the pipe and shall provide an unobstructed view of the full pipe.
