SECTION 1 – GENERAL MISCELLANEOUS <br />5 <br />1-9 GENERAL SUBMISSION REQUIREMENTS <br />The Board of Public Works, through the City Engineer's Office, will approve full, complete, and accurate <br />plans and specifications for each project. Each project that is submitted for approval shall also have a <br />prepared opinion of probable construction costs and a copy of all design computations, all of which shall <br />be indexed, paged, and bound as may be appropriate or applicable. <br />1-10 PLAN / CALCULATION REQUIREMENTS <br />1-10.1 PLAN SUBMISSIONS <br />Any and all work proposed for streets, intersections, alleys, court, walkways, paths, or other public <br />place in the City - or other below grade utilities and other infrastructure which will be maintained <br />by the City of South Bend - must be approved by the City of South Bend Engineering Department. <br />The Engineering Department shall be provided ample time, typically ten (10) working days, for <br />review and approval of submitted plans. <br />1-10.1 (a) SUBMITTAL REQUIREMENTS <br />Improvements impacting the areas under the jurisdiction authority of the City, or affecting adjacent <br />Right-of-Way, shall submit the following for review to the Engineering Department: <br />1.Detailed plans and specifications submitted in both paper and digital format. The plans shall <br />include the typical section of the facilities, as well as the plan and profile further describing <br />work within the project limits. Supplemental details shall be included for all non -standard or <br />unique elements or to further describe the proposed work not already provided within the City <br />of South Bend Standard Drawings. The City would prefer that drawings be prepared such that <br />when printed on an 11 by 17 paper that the drawing would be a true half size to the noted <br />scale. <br />2.Design narratives shall be provided to describe the design intent and document decisions made <br />in the design process. Design calculation should be included to support these narratives and <br />the technical analysis for the project. Calculations may need to include engineering sketches to <br />aid reviewers. The calculations should be cumulative, so that the final submittal (if applicable) <br />will contain all the calculations for the project. If calculations are submitted in early stages, <br />these should be revised as necessary to reflect the final design. Calculations must refer to <br />standards cited, as may be appropriate for a specific portion of work. Additional City <br />requirements are further described in each respective section of these specifications. <br />3.Copy of all necessary permits from other jurisdictional agencies. <br />1-10.2 RECORD DRAWINGS <br />An updated set of record drawings shall be provided to the City Engineer within sixty (60) days of <br />completion of construction. These are required as provided within the City Supplemental <br />Specifications. Record drawings shall include deviations from the approved plans affecting <br />geometry, pavement or sidewalk section, invert and rim elevation(s), pipe size(s), structure type(s), <br />signing, traffic signals, and lighting. <br />All elevations shall use North American Vertical Datum 88 (NAVD88). If another vertical datum <br />is used, permission from the City Engineer will be required prior to submission.
