SECTION 1 – GENERAL MISCELLANEOUS <br />6 <br />All topography, planimetric information, infrastructure, and structures (e.g. manholes, catch basins, <br />inlets, and outfalls) shall also be located by Indiana State Plane: East Zone (NAD83) coordinates. <br />Appropriate equipment and methods of location shall be performed by trained personnel to assure <br />the acceptable relative positional accuracy specified in this standard is met. All coordinate values <br />shall be presented to the nearest hundredth with a relative positional accuracy of 0.25 <br />feet. Coordinate information shall include ties to two known control monuments. Location of <br />manholes shall be at the center of the manhole; casting locations for catch basins shall be at the <br />flowline. <br />1-11 PRIVATE IMPROVEMENTS <br />This Section outlines the proper procedure for approval, construction, dedication, and acceptance of <br />storm sewers, sanitary sewers, roads, curbs, sidewalks, drainage, and other related improvements <br />constructed by Developers for dedication to the Civil City of South Bend as Public Right-of-Way. <br />The Developer shall meet with the City to discuss the project and to develop an agreement specifying <br />the Developer’s plan to address the items noted in this Section and other potential concerns from <br />the City. This meeting shall be conducted prior to final plan and specification development as well <br />as prior to the process described below. <br />1-11.1 PRIVATE IMPROVEMENTS IN UNDEDICATED AREAS <br />1-11.1 (a) INITIAL APPROVAL <br />1.The Developer must submit to the Board of Public Works , acting through the Department of <br />Engineering, all final plans and specifications related to the proposed Improvements. <br />2.All plans shall be prepared and sealed by a Professional Engineer registered in the State of <br />Indiana. <br />3.Accompanying these documents and request for approval, the Developer shall furnish to the <br />Board of Public Works, acting through the Department of Engineering, proof of p reliminary <br />plat approval as issued by the appropriate agency. <br />4.Construction activities shall not begin unless all plans, specifications, and related documents <br />are approved by the Board of Public Works, acting through the Department of Engineering. <br />Any work completed prior to approval by the Board of Public Works, acting through the <br />Department of Engineering, may be required to be removed and replaced at the Board's or its <br />authorized representative's discretion. <br />5.If the work is not accepted or replaced by the Developer, the surety held by the Board will be <br />used to have the improvements re-installed by a licensed and bonded contractor. <br />6.Surety shall be posted in perpetuity until the acceptance of the Completion Affidavit, <br />Maintenance Bond, and Waiver of Lien. <br />7.Surety may be reduced as improvements are accepted by the Board of Public Works. <br />Reductions in surety must be submitted to the Division of Engineering for review. <br />1-11.1 (b) CONSTRUCTION PHASE <br />1.Control of Work: All work shall be done in accordance with these Special Provisions and the <br />Prevailing Specifications. <br />2.Notification to Engineers: It shall be the responsibility of the Contractor to notify the Engineer <br />of their intent to commence working operations.
