REGULAR MEETING SEPTEMBER 22, 2003 <br />PUBLIC HEARING - COUNCIL PORTION ONLY <br />BILL NO. 64 -03 PUBLIC HEARING ON A BILL LEVYING TAXES AND <br />FIXING THE RATE OF TAXATION FOR THE PURPOSE <br />OF RAISING REVENUE TO MEET THE NECESSARY <br />EXPENSES OF THE CIVIL CITY OF SOUTH BEND FOR <br />THE FISCAL YEAR ENDING DECEMBER 31, 2004 <br />BILL NO. 65 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND <br />APPROPRIATING MONIES FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE DESIGNATED <br />ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 2004 AND ENDING DECEMBER 31, 2004, <br />INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE <br />SAME SHALL TAKE EFFECT <br />BILL NO. 66 -03 PUBLIC HEARING ON A BILL APPROPRIATING <br />MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF SEVERAL DEPARTMENTS OF THE <br />CIVIL CITY OF SOUTH BEND, INDIANA FOR THE <br />FISCAL YEAR BEGINNING JANUARY 1, 2004, AND <br />ENDING DECEMBER 31, 2004, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND <br />FIXING A TIME WHEN THE SAME SHALL TAKE <br />EFFECT <br />Councilmember King noted that on September 8, 2003, the Council conducted the public portion <br />of the Public Hearing on Bill Nos. 64 -03, 65 -03 and 66 -03 and the Hearing was continued until <br />today in the Council portion only. <br />Councilmember Aranowski advised that the Personnel and Finance Committee convened this <br />afternoon and sends these bills to the full Council with favorable recommendations. <br />Councilmember King noted that during committee meetings this afternoon regarding Substitute Bill <br />No. 64 -03, Mayor Luecke advised that he may have inadvertently made a misstatement during his <br />presentation and he would like the opportunity to clarify that this evening. <br />Mayor Luecke stated that during the Public Hearing on September 8, 2003 regarding Substitute Bill <br />No. 64 -03 which sets the tax rates to raise dollars for purposes of funding Civil City expenditures <br />during 2004, he read the rates from the original bill rather than the substitute bill and would like to <br />read into the record the correct rates as follows: <br />Total Civil City Rate $3.8283 <br />Total Redevelopment Rate $0.1285 ■ <br />
