REGULAR MEETING DECEMBER 8, 2003 <br />Councilmember King, Chairperson, Community and Economic Development Committee, reported <br />that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Ms. Beth Leonard, Department of Community & Economic Development, 12th Floor, County -City <br />- Building, South Bend, Indiana, residing at 1820 Portage Avenue, South Bend, Indiana, made the <br />presentation for this bill. <br />Ms. Leonard advised that this bill is a companion to the Community Development Block Grant bill <br />and represents the reprogram dollars that were given to projects previously that have not used the <br />monies. The monies will be used in 2004 as a complement to the previous bill. This bill was also <br />the subject of a thirty (30) day public comment period. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Coleman made a motion for favorable recommendation to full Council. <br />Councilmember Kuspa seconded the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 96 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND <br />INCREASING APPROPRIATIONS AND DECREASING <br />APPROPRIATIONS WITHIN THE VARIOUS <br />DEPARTMENTS WITHIN THE VARIOUS FUNDS OF <br />THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR <br />2003 <br />Councilmember Coleman made a motion to hear the substitute version of this bill. Council President <br />White seconded the motion which carried by a voice vote of nine (9) ayes. <br />Councilmember Aranowski, Chairperson, Personnel & Finance Committee, reported that this <br />committee met on this bill this afternoon and voted to send it to the full Council with a favorable <br />recommendation. <br />Mr. Rick 011ett, City Controller, 14th Floor, County -City Building, South Bend, Indiana, made the <br />presentation for this bill. <br />Mr. 011ett advised that this bill is part of the budget process for the current year when deficits are <br />covered in any of the major fund categories within the City's budget. He noted that deficit categories <br />are balanced by adjusting appropriations within each fund between departments, authorizing the use <br />of the funds or authorizing the use of the funds cash balance. This year the largest authorization <br />relates to health care costs which continue to rise for both corporations and governmental entities. <br />Mr. 011ett stated that the City will continue to work on this issue in the coming year. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Coleman made a motion for favorable recommendation to full Council <br />concerning this bill as substituted.
