REGULAR MEETING NOVEMBER 24, 2003 <br />a campus to the north and the south of Memorial Hospital. <br />They were able to complete a document which contains a series of requests that they made that the <br />City was grateful to help with to come to fruition. He noted that the hospital will be spending the <br />next few years concentrating on the interior of the building more than anything else in order to meet <br />demands that they did not expect for beds and new areas for patient care. As a consequence of those <br />demands, they will put off the future northern expansion of the hospital. However, in order to <br />execute the transfer of land between the hospital and the school system, through the purchase of the <br />YWCA, this action is required at this time. As stated, the effective date of the actual closure of <br />Bartlett Street will not occur until such time as the new Bartlett Street is in place which will be some <br />time out in the future with a date yet to be determined. <br />Mr. Rich Hill, Baker & Daniels, 205 West Jefferson, South Bend, Indiana, informed the Council <br />that he represents the South Bend Community School Corporation and the adoption of this <br />ordinance would permit the exchange of various parcels of property between the School Corporation <br />and Memorial Hospital that are required for the safe and efficient operation of the expanded and <br />renovated Madison School. In particular, they are needed for areas of ingress and egress which <br />would permit areas where students can be picked up and dropped off safely. Second, the adoption <br />of the ordinance would permit much needed parking to be provided to the employees, teachers and <br />also parents of Madison School on property that would be provided by Memorial Hospital to the <br />schools. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. <br />Mayor Steve Luecke, 14th Floor, County -City Building, South Bend, Indiana, stated that he is in <br />support of this measure. He further stated that as Mr. Foti mentioned the City has been working <br />with Memorial Hospital and the School Corporation for a number of years to come to a proper layout <br />for the Memorial campus and for Madison School and he commended and thanked the School <br />Corporation for their reinvestment in Madison School as well as Memorial Hospital for their ongoing <br />continued investment in their medical campus. He noted that Memorial Hospital is constrained with <br />historic neighborhoods on either side and they have had to do good and proper planning to allow for <br />growth to the north and to the south. The vacation of these streets will allow for the growth to the <br />north to happen in a properly planned and phased manner. Mayor Luecke asked for the Council's <br />support of this measure. <br />There being no one else present wishing to speak in favor of this bill and no one present wishing to <br />speak in opposition to this bill, the Public hearing was closed. <br />Councilmember Aranowski made a motion for favorable recommendation to full Council <br />concerning this bill.
