Engineer shall (standard text deleted and new text inserted):
The Owner’s Wastewater remote site control system and communications hardware and
technology are nearing the end of their useful life. The existing Allen-Bradley SLC 500 series and
Micrologix (1000, 1100 and 1400 series) Programmable Logic Controllers are classified as End-of-
Life or Discontinued by Allen-Bradley and as a result will no longer be actively supported very
soon. The existing remote sites primarily utilize radio to send the wastewater treatment plant
communications using a combination of licensed and unlicensed frequencies. The radios are serial-
based with limited bandwidth and subject to frequent signal interruptions. There are a few sites
connected by fiber optic cable which are not limited by bandwidth but are traversing more than the
desired number of hops to support communications back to the treatment plant. The focus of this
project is to evaluate current generation control system and communication alternatives to replace
the outdated hardware for 60 lift stations and 12 control valves, and to provide the Owner
recommended solutions to be used to develop a detailed design and implementation plan for
remote site improvements.

Task 101 - Desktop Review
Engineer will host a virtual kickoff meeting and review the information provided by the Owner
documenting the existing control system hardware and communications for the 60 lift stations and
12 control valves included in this project. Any gaps in information will be identified and additional
information requested from the Owner.

Task 102 - Workshop
Engineer will conduct an on-site workshop with Owner staff to review and document the
requirements for the upgraded control system hardware and communication. Engineer will have
both a control system specialist and a communication specialist leading the workshop. The
workshops will define the requirements for the replacement Programmable Logic Controllers and
Operator Interface Panels to ensure they meet the current and future anticipated needs of the
Owner. The communication portion of the workshop will cover the advantages and disadvantages
of current communication technologies. This will help to determine which technologies are to be
included in the evaluation by Engineer for the 60 lift stations and 12 control valves.

Task 103 - Site Visit
In addition to the workshop, Engineer’s control system and communication specialists will visit
representative sites that are covered by this project to become more familiar with the sites and to
