SCOPE OF SERVICES <br />PRELIMINARY GEOTECHNICAL INVESTIGATION <br />SOUTH BEND MARKET DISTRICT IMPROVEMENTS PROJECT <br />CITY OF SOUTH BEND, INDIANA <br />RII PROPOSAL NO. 23-1086 <br />The following scope of services and cost estimate have been prepared in accordance with <br />the information published in the Indiana Department of Transportation's (INDOT) Request <br />for Proposal (RFP), through Local Public Agency (LPA) program, project #123-053, and <br />information provided via e-mail as well as over the phone conversation with Mr. Eric Farny, <br />P.E., with American Structurepoint, Inc. (ASI), between October 13 and November 6, 2023. <br />This proposal has been prepared in accordance with the 2021 INDOT Geotechnical Manual <br />(IGM) and the 2013 INDOT Design Manual (IDM). <br />The project is understood to consist of study and design of the improvements within the <br />entire Market District, in the City of South Bend, Indiana. As per the information received, <br />the scope will be divided in to two (2) phases: Phase 1 will consist of improvements east of <br />the St. Joseph River, and Phase 2 will comprise roadway and bridge improvements, west of <br />the St. Joseph River. It is to be noted that this proposal considers this scope to be a <br />preliminary limited subsurface investigation for Phase 1 of the project, so as to understand <br />general site conditions. Upon receiving the Stage 1 design information, a detailed and <br />separate, scope and fee proposal will be submitted to cover the proposed improvements <br />within the entire corridor. <br />Based on the information received the project the existing ramp from East Mishawaka <br />Avenue to SR 23 will be eliminated, and that the existing East Branson Street, as well as <br />East South Street will be extended to Northside Boulevard. Further, the Mishawaka Avenue <br />extension will include a new roundabout at the intersection with South Eddy Street. The <br />above improvements will result in new roadway alignments throughout the project limits. <br />The existing SR 23 and Mishawaka Avenue roadways within the project limits are asphalt <br />paved bidirectional roadways with two lanes in each direction of travel. Full width outside <br />shoulders along the majority of these roadway alignments are present. The existing <br />remaining roadways — including East Branson Street, East South Street, Belmont Avenue, <br />South Eddy Street, Beyer Avenue, and Northside Boulevard — are two-way, bidirectional, <br />asphalt paved roadways, without outside shoulders. <br />For the above proposed improvements, as requested by ASI, this proposal considers the <br />fieldwork to include limited roadway borings, pavement cores, topsoil sampling and <br />24-hour extended groundwater observations at selected locations. <br />This proposal is prepared based on the consideration that all soils and groundwater are <br />free of hazardous materials and/or petroleum products, and no personal protective <br />equipment (PPE) will be necessary beyond which is required for the drilling operations <br />(EPA Level D). If any such conditions are encountered during the field investigation, the <br />client will be notified immediately, and the field program will be stopped until corrective <br />actions can be performed. <br />American Structurepoint, Inc.
