PARENT, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 48601 <br />July 5, 1984 <br />Mrs. Beverlie Beck <br />President <br />South Bend Common Council <br />4th Floor County -City Bldg. <br />South Bend, IN 46601 <br />Dear Councilman Beck: <br />219/284 -9483 <br />Enclosed you will find ordinances setting salaries for 1985 <br />and 1986 for the South Bend Police Department, South Bend Fire <br />Department and in a separate ordinance all other City Employees <br />including Teamsters. I am filing these for 1st reading of the <br />July 9, 1984 Council meeting so as to comply with the State <br />statute that requires salaries to be set by August 1st of the <br />calendar year. With that in mind, the salary ordinances would <br />have 2nd reading and public hearing at the July 23, 1984 Council <br />meeting. <br />As you are aware, the Council and Administration's first <br />salary offer to all units was 4% starting July 1, 1985 continuing <br />through 1986 for an eighteen (18) month period. After numerous <br />negotiating sessions with the Fraternal Order of Police <br />bargaining unit, Firefighters bargaining unit, and Teamsters, <br />the following settlement was reached. <br />For the South Bend Police Department a increase in fringe <br />benefits was negotiated for 1985 equal to 2% of 1984's base <br />salaries. For 1986, a salary increase across the Board of 2% was <br />negotiated with an additional 3% guaranteed if in fact a Local <br />Option Tax was passed in St. Joseph County. Fraternal Order of <br />Police bargaining unit members chose to take the fringe benefits <br />for 1985 in the area of increased clothing allowance, increased <br />holiday pay, and increased payment by the City towards the cost <br />of dependent health insurance coverage. <br />
