In the event that a Local Option Tax becomes effective and <br />tax income f that Local Option Tax is received by the City of South Bend in <br />its General Fund in 1986, the annual maximum salaries and wage rates for the <br />job classifications listed in Section I shall be increased by 3% from the <br />amount listed for 1986 in Section I. <br />SECTION III. Health Care Insurance Cost Reduction Program <br />There shall be created a Board of Health Care Insurance Oversight, which <br />will operate in an advisory capacity to and under the direction of the City <br />Controller. This Board shall be composed of representatives of the Fraternal <br />Order of Police, Lodge No. 36, and employees of the Department of <br />Administration and Finance of the City of South Bend, together with other <br />employees of the City of South Bend. It shall be the responsibility of the <br />Board to review, under the direction of the City Controller, on a regular <br />basis the activities of the City's Health Care Insurance Program. <br />In addition, in an effort to control health care costs, the City's <br />current health insurance package shall be modified to provide a program <br />containing comprehensive major medical health insurance which would provide <br />for first dollar deductibles of ten percent (10 %) of the cost of such major <br />medical expenses, with maximum annual cost to the employee for such coverage <br />of Five Hundred Dollars ($500.00). <br />SECTION IV. This ordinance shall be in full force and effect from and <br />after its passage by the Council and approval by the Mayor. <br />
