,1
~J
South Bend Redevelopment Authority
Special Meeting - January 11, 1990
6. NEW BUSINESS (Cont.)
d. continued...
Walkwav and for improvements to the West Bank Lighting between LaSalle
Street and Monroe Street.
Mrs. Kolata asked the Authority to postpone this item until the next
meeting. There are a couple of points in the contract that are not
yet settled.
There was no objection and item 6.d. was postponed until the next
meeting.
e. Assiariment of contracts with Ken Herceg and Associates Inc for
professional services related to redesign of Niles Avenue for
perpendicular parking and redesign of Washington Street from Niles
Avenue to Hill Street.

Mrs. Kolata noted that the Redevelopment Commission entered into a
contract with Ken Herceg and Associates for the redesign of Niles
Avenue. The original contract was for the portion of Niles Avenue
from Jefferson Street to Cedar Street. However, with new development
occuring north of LaSalle Street and objections from the business
owners in the first block north of Jefferson Street about the one~aay
traffic designed for that block, an addition was made to the design
contract to redesign Niles Avenue between Cedar Street and Howard
Street. Those improvements were, then, made first.
The improvements planned for Niles Avenue between Jefferson Street and
LaSalle Street are now included in the improvements to be funded by
the Redevelopment Authority Lsase Rental Revenue Bonds and it would be
appropriate for the Authority to hold the contract and pay for the
remainder of the design work. The original contract was for $35,000.
The Redevelopment Cannnission has already paid approximately 60% of
that, leaving a remaining balance of approximately $14,000.
Mr. Nussbaum noted that because most of the work was done previously,
the cost is very reasonable to the Authority. The $14,000 remaining
on the contract is for the completion of construction doclmtents and
the redesign of the portion of Niles between LaSalle and Washington
Streets.
The Redevelopment Conmtission will be asked at its next meeting to
approve the assignment of its interests in the contract to the
Redevelopment Authority.
Upon a motion by Mr. McCullough, seconded by Mr. Fewell and
unanimously carried, the Authority accepted assignment of the
• remaining obligations of the contract with Ken Herceg and Associates,
Inc. for professional services related to redesign of Niles Avenue for
-4-
