.., <br />Mrs. Kolata noted that Mr. McCullough had been sworn in as a member of the <br />Authority by the City .Clerk. He was not able to attend this meeting because <br />• of a conflicting meeting at Riley High School. <br />Mr. Davey made a motion that the letter from .Tom. Varga and the letter from <br />Mayor Kernan to George McCullough be entered. into the record. Mr. <br />Wroblewski seconded the motion and the letters .were made part of the record. <br />4. Election of Officers <br />Mrs. Kolata noted that since Mr. Varga was President of the Authority, it will <br />be necessary to have an election of officers to replace the President, but asked <br />that this agenda item be postponed to the next meeting until all Authority <br />members are present. <br />There was no objection and the election of officers was postponed until the next <br />meeting. ' <br />5. Authority approval r <br />plans for additional <br />for the St. Joseph/W <br />nested for Resolution No. 13 a~ <br />construction work and the purchase <br />yne Parking Facility <br />Mrs. Kolata explained that the Authority was required to approve the original <br />specifications for the parking garage as being the improvement it would be <br />building with the bond funds.. Resolution No. 13 amends the project to add <br />additional work. The main improvement being added is the construction of two <br />skywalks, one from the garage to the IBM Building and the other from the garage <br />to the former Penneys Building. The other addition is for a a sprinkler system <br />• to be installed in the landscaped .area-next to the garage. Mrs. Kolata showed <br />the Authority members the plans and specifications they were being asked to <br />approve. Both skywalks-will connect to a landing between the second and third <br />floors of the .northwest elevator/stair tower. They will have a metal framework <br />with a domed glass covering. The skywalks will not be heated or cooled, but <br />will be ventilated. The glass will be tinted to match-the glass in the garage. <br />Mr. Davey asked if the City .will be maintaining the skywalks. Mrs. Kolata <br />responded .that we are in the process of negotiating maintenance agreements with <br />the owners of the IBM Building and the Penneys Building and will have those <br />agreements in place before the construction contracts are signed. Both the IBM <br />Building and the Penneys Building will require structural modifications to <br />enable them to support the skywalks. The City will secure an easement to <br />perform those modifications. The City will be responsible for-major maintenance <br />and repair. The owners. of the IBM and Penneys Buildings will be responsible for <br />all day to day maintenance. <br />Mrs. Kolata noted that the construction contract is currently out for bid. Bids <br />are due on October 9th and the contract will be awarded approximately one week <br />later. <br />Mr. Nussbaum noted that there are funds left in the contingency fund for-the <br />garage. These funds will be used to pay for the skywalks. <br />Upon a motion by Mr. Davey, seconded by Mr. Wroblewski and unanimously carried, <br />. the Authority approved the specifications and plans for additional construction <br />ecifications and <br />tional eaui~ment <br />-3- <br />
