Council President Beck <br /> June 19, 1985 <br /> Page -3- <br /> Under the civilian section of the South Bend Police Department <br /> efforts continue to civilianize certain positions which lend <br /> themselves to that practice. Currently sworn personnel man the front <br /> desk of the Police Department. It is our intent to civilianize this <br /> operation using the position of Public Assistance Clerk. We have <br /> suggested a salary range of $12, 800 to $14, 800 in which we may <br /> recognize different skill levels and education levels. <br /> In the Department of Parks and Recreation we have suggested <br /> that the Zoo Director' s salary be raised from $25,184 to $27, 500 in <br /> an attempt to attract persons with a broad background in Zoo <br /> Management. In addition, we have suggested that the Superintendent <br /> of Parks and Recreation be raised form $33, 535 to $36, 000 annually. <br /> This recommendation is not only based on the responsibilies of the <br /> department but also as part of an attempt by this administration to <br /> have less of a discrepancy in the compensation paid to department <br /> heads <br /> Under the Youth Service Bureau we have proposed to increase <br /> the Shelter Supervisor' s salary from $17,088 to $17, 850 based on the <br /> responsibilities associated with operating the Shelter. This would <br /> place the individuals salary at the same level as the Assistant <br /> Directors for the Bureau. <br /> Under the Department of Code Enforcement we have proposed an <br /> increase in the Director of Code Enforcement' s salary from $32, 076 to <br /> the minimum department heads salary of $36, 000. Additionally it is <br /> felt that the credentials and responsibility associated with the <br /> Building Commissioner' s position warrant an increase from $29, 406 to <br /> $31 , 500. This would place that position on a somewhat equal basis <br /> with that of other bureau managers. Additionally, we have requested <br /> an increase in the Assistant Director' s salary from $23, 167 to <br /> $25, 000 based on increased job responsibilities in the area of field <br /> supervision. <br /> The creation of the position of Deputy Mayor is being <br /> discussed under separate cover. <br /> If you have any questions reference this ordinance, please <br /> feel free to contact my office. <br /> Sincerely, <br /> 042"-Qe. <br /> Michael L.
