Vance Director, Administration and 219/284-9742 Finance June 19, 1984 Mrs. Beverlie Beck, President South Bend Common Council 4th Floor Council-Chambers South Bend, IN 46601 Dear President Beck: Through this letter I will address the three (3) bills being filed for 1st reading of the June 24, 1985 Council meeting which amend the salary ordinances for Police and Fire personnel and all other City employees. For sometime now the Board of Public Safety has been looking at the salaries of management personnel of the Police and Fire Departments in an attempt to make some recommendations to the City Council and Administration as to where they feel inequities exist. On Tuesday, June 18th the Board of Public Safety recommended that the salaries of the three (3) top ranks of these Departments be increased. Attached is a copy of a letter that I sent to the Board of Public Safety providing them with information they had requested at a previous meeting about salaries in both the Police and Fire Departments as compared to other administrative positions within the City and similar departments located in the mid-west. In addition, I have enclosed their recommendation to the City Council and administration about those salaries. We support their recommendation and feel the background data warrants its implementation. The second ordinance is submitted as the result of recommendations by City Department Heads as to problems that exist in their operations. Some of the changes are merely technical in nature and do not involve salary increases while others establish new positions which will not increase budgets but rather represent changes to better provide services in those departments.
