2024 South Bend Dam Technical Assistance November 21, 2023 <br />Attachment A Page 2 <br />Task 5 – Emergency Action Plan Exemption: Burke will perform a cursory desktop and visual evaluation <br />to determine if there have been observable changes in upstream or downstream conditions that may affect the <br />determination that no reasonably foreseeable emergency at the dam would endanger life, health, or property. <br />This evaluation is expected to include only a review of publicly-available aerial photography and observations <br />at the site and specifically excludes dam failure flood inundation mapping. Burke will prepare a letter <br />documenting the evaluation and will send it to the University of Notre Dame or its consultants for submittal <br />to FERC following the City’s review. <br />Task 6 – Update Public Safety Plan: Based on comments received from FERC, Burke will update the public <br />safety plan for South Bend Dam to include the safety signage and potential changes due to reconstruction of <br />Seitz Park. Based on FERC’s Guidelines for Public Safety at Hydropower Projects, the plan will describe each safety <br />device and will include an exhibit showing the general location of each device. It is expected that the City or <br />the University of Notre Dame (or its consultants) will furnish the existing public safety plan for South Bend <br />Dam. <br />Task 7 – Project Management and Meetings: This task is associated with management and administration <br />of the project throughout its duration. Burke will attend up to one virtual meeting with City staff after <br />completion of the DSSMR to discuss findings. It is expected that additional project coordination will occur via <br />email and telephone calls.
