The Federal Energy Regulatory Commission (FERC) requires that a Dam Safety
Surveillance and Monitoring Report (DSSMR) be completed annually to review instrumentation and
monitoring data to determine if potential failure modes are developing. It is our understanding that the City of
South Bend (City) would like Burke to complete the 2024 DSSMR (covering the 2024 calendar year) and other
tasks related to ongoing FERC compliance in 2024.
The scope of work will include the following tasks:
Task 1 – 2024 Annual Inspection: In preparation for the 2024 DSSMR and to fulfill the annual visual
inspection requirement, a Burke registered professional engineer will perform visual observations of safely-
accessible portions of the dam and appurtenant structures. Since the South Bend Dam is an in-channel
structure, much of the dam and its appurtenances are not readily accessible for visual observation. Burke’s
observations will be focused on potential dam safety concerns to determine if the dam appears safe for
continued operation. It is assumed that the annual inspection will occur on the same date as the gate operation
certification.
Task 2 – 2024 DSSMR Report: Burke will review pertinent information regarding the dam necessary to
complete the DSSMR which may include previous DSSMR reports and other information contained in either
the City’s or IDNR’s file for the dam as well as bathymetric survey or underwater inspection reports completed
by the University of Notre Dame (license exemption holder) or its consultants. It is expected that the City will
provide the data from the last year for the two staff gages located along the East Race.
Burke will prepare a brief written DSSMR in accordance with FERC guidance outlined in Chapter 14 of
Engineering Guidelines for the Evaluation of Hydropower Projects. The report will be completed based on Burke’s
observations in 2024 as well as quarterly inspection and staff gage data provided by the City. The level of detail
and content of the report is expected to be similar to previous DSSMRs prepared by Burke. We will submit the
report to the City in draft format before finalizing. It is expected that the University of Notre Dame or its
consultants will file the report with FERC and will also prepare the DSSMR covering the hydroelectric facility.
The DSSMR report prepared by Burke will not include the hydroelectric facility.
Task 3 – Update DSSMP: Burke will update the Dam Safety Surveillance and Monitoring Plan (DSSMP) for
the South Bend Dam as needed based on comments received from FERC and changes that may have occurred
since the last revision. We will submit the updated DSSMP to the City in draft format before finalizing. It is
expected that the University of Notre Dame or its consultants will file the report with FERC concurrently with
the 2024 DSSMR and will also update the DSSMP for the hydroelectric facility as required. The DSSMP updates
prepared by Burke will not include the hydroelectric facility.
Task 4 – Gate Operation Certification: The Spillway Gate Operation Certificate must be completed each
year. Burke staff will observe operation of the three East Race gates by City staff and will assist in preparation
of the certificate to submit to FERC. Burke will prepare a cover letter to accompany the certificate and will
send it to the University of Notre Dame or its consultants for submittal to FERC.
