PARENT, Mayor <br /> ® 1+ \PENCE %:d 0 COUNTY-CITY BUILDING SOUTH BEND, INDIANA 46601 <br /> W ,. )I..i4~rf <br /> •, x865 <br /> HUMAN RIGHTS COMMISSION 1440 County-City Building <br /> Larry Johnson Phone:(219)284-9355 <br /> Executive Director <br /> November 27, 1985 <br /> Members of the City Council <br /> 4th Floor <br /> County-City Building <br /> South Bend, IN 46601 <br /> Dear Council Members : <br /> As you know the Human Rights Commission receives approximately <br /> one-half of its budget from the federal government by way of a <br /> case reimbursement arrangement that has been in place since 1976 . <br /> The Commission is reimbursed for processing cases that are <br /> jurisdictional with the Commission and the federal Equal Employment <br /> Opportunity Commission and Department of Housing and Urban <br /> Development. <br /> The Human Rights Commission, in recent years, has been faced with <br /> an ever increasing workload as more cases are being filed (we have <br /> attempted to keep you informed of this situation with our quarterly <br /> reports) . The large number of cases being filed has placed a <br /> tremendous burden on the entire Human Rights Commission Staff. <br /> While we don' t think it' s feasible to think in terms of additional <br /> Staff, we, the appointed Commission, have found what we believe <br /> is a fair way to compensate our present Staff for the work they <br /> are doing. <br /> We are proposing several changes for the Human Rights Commission. <br /> The changes will give the Commission flexibility to accommodate <br /> the changing responsibilities of our Staff. I would emphasize <br /> that all proposed changes and/or salary increases will be paid by <br /> federal funds. The salary increases will bring the Commission' s <br /> Staff salaries more in line with what we believe other City <br /> employees are being paid who are doing work of similar skill, <br /> effort and responsibility, at no additional cost to the City. <br /> 1- - -- - -- -- - - - - - - -- '-— .—._ - - __a_ <br />
