GIS mapping <br />will include at a minimum, water main locations, service line replacement locations, <br />National Historic registry locations, water sampling history, conflicting capital <br />improvements during the proposed construction duration, and other factors identified <br />during the replacement methodology phase. <br /> <br />6. Service Replacement Listings and Log <br />Utilize the existing comprehensive property listing (Excel) as a basis for outlining <br />background information on individual properties that will receive lead service <br />replacements. This log will be based on collected City data and historical records which <br />will outline the service material on the street side and service material on the home side. <br /> <br />7. Replacement Methodology <br />Work with the City to establish a consistent methodology for selecting services for <br />replacement. This will include (but is not limited to) prioritization by: <br />• Services with high lead content sampling history <br />• Locations that align with existing Capital Improvement or Asset Management <br />Plans <br />• Areas that can be clustered together to minimize City-wide impacts <br />• Other specific City ranking considerations <br /> <br />By utilizing a Lead Service Line Inventory and subsequently a Lead Service Line <br />Replacement Plan, properties selected for Lead Service Line Replacement will be based <br />on Right of Way projects, economic factors, and census tract data. <br /> <br />These factors will be utilized in conjunction with the service replacement log to create a <br />priority list, so it is clear the order in which service replacement is required by the <br />Contractor. <br /> <br />8. Replacement Sections and Details <br />Prepare replacement cross sections will be prepared to indicate the typical sections that <br />Contractors will be required to remove and replace as they install service lines from the <br />existing water main to the Right-of-Way. We anticipate there will be 5-6 sections <br />required to cover most conditions encountered. <br /> <br />9. Preparation of Front End and Technical Specifications <br />Prepare bid specifications including IFA grant requirements, American Iron Steel <br />requirements, MWBE requirements/good faith efforts, Responsible Bidder Ordinance <br />documentation, debarment, wage rates, etc. Engineer will develop a private property <br />right-of-access form to be signed by property owners for construction access and <br />approved by the City legal department. Engineer will work with the City to create a <br />master water service replacement specification which clearly outlines desired service line <br />materials, inspection requirements, and project schedule. The engineer shall also develop <br />an opinion of probable cost as part of this task. <br /> <br />10. Assistance with IFA Grant Funding Requirements
