All rights reserved. <br /> <br />This is EXHIBIT A, consisting of 7 pages, referred to in <br />and part of the Agreement between Owner and Engineer <br />for Professional Services dated October 13, 2023. <br />Engineer’s Services <br /> <br />Article 1 of the Agreement is supplemented to include the following agreement of the parties. <br /> <br />Engineer shall provide Basic and Additional Services as set forth below. <br /> <br />PART 1 – BASIC SERVICES <br />A1.01 Project Scope <br />The City of South Bend anticipates replacing approximately 180-220 water service lines identified as <br />having lead as part of this project. The Indiana Finance Authority allows for only full replacement as a <br />part of this bid specifications. Full replacement is defined as: <br />• Full Replacement - Replacement of the section of service line from the corporation stop at the <br />water main to the water meter inside of the dwelling or Replacement of the section of service line <br />from the corporation stop at the water main to the water meter outside of the dwelling then to the <br />first shut off within the dwelling. <br /> <br />The project funding is currently $2 million and is being funded by the Indiana Finance Authority through a <br />$2 million forgivable loan/grant. <br /> <br />A1.02 Design Phase <br />A. Engineer shall: <br />1. Consult with Owner to define and clarify Owner’s requirements for the Project and <br />available data. <br />2. Advise Owner of any need for Owner to provide data or services of the types described in <br />Exhibit B which are not part of Engineer’s Basic Services. <br />3. Identify, consult with, and analyze requirements of governmental authorities having <br />jurisdiction to approve the portions of the Project designed or specified by Engineer, <br />including but not limited to mitigating measures identified in the environmental <br />assessment. <br />4. Kickoff Meeting <br />Host a kickoff Meeting with City staff to review the project scope, work plans, and <br />schedule. This meeting is intended to set the stage for a clear understanding of the project <br />goals, timelines, and lines of communication. <br /> <br />5. GIS Background Setup <br />Deliver project utilizing GIS mapped information to establish locations of existing water <br />main and service lines for replacement. An overall City-wide map will be prepared <br />showing the targeted service line replacement locations as well as highlight any specific
