CMc Proposal for City of South Bend — Four Winds Renovation and Expansion Project u 21 <br />MBE AND WBE PARTICIPATION <br />• This project will be required to conform to the State of Indiana goals for XBE participation. Describe your history of <br />contracting with or hiring minority, women, and veteran business enterprises and describe any good faith efforts used <br />to fulfill the state’s goals for contracting with or hiring minority, women, and veteran business enterprises. <br />The mission of Hagerman, Inc. includes five Core Strategies as part of our Corporate Citizenship. One of these is <br />Diversity. The Hagerman Group has led local efforts to reach out to, engage with, and facilitate the growth of diverse <br />businesses. Through the Indiana Construction Roundtable (ICR) and its Diversity Initiative, we have actively <br />participated at the board level and through the ICR’s Mentor/Protégé Committee. Hagerman also has a <br />Mentor/Protégé relationship through the Small Business Administration (SBA) with Nora Contracting, LLC, a <br />minority-owned general contractor. Nora Contracting is also an SBA 8(a) firm and service-disabled, <br />veteran-owned small business (SDVOSB). <br />Further, Hagerman has a long history of minority-, veteran-, and woman-owned business participation in its projects. <br />Clients such as Indiana school corporations, manufacturers, municipalities, airport authorities, and many more have <br />benefited from our commitment to the minority-, veteran-, and woman-owned business community. Hagerman has <br />implemented a diversity program that starts during the preconstruction phase of a project. <br />As referenced above, Hagerman has five corporate strategies: Talent, Client Focus, Knowledge, Corporate Citizenship, <br />and Safety. Each has a goal associated with it, with an XBE participation goal under Corporate Citizenship. <br />Our corporate goal is at least 10% XBE participation in all our projects. <br />Further, we created a Six-Step Diversity Plan. <br />1. Active Outreach <br /> Schedule events with leading organizations to create partnership opportunities. <br />2. Meaningful Participation <br /> Right-size bid packages to allow XBE firms to participate fully. <br />3. Close Coordination with Project Partners <br /> Solicit input and co-create guidelines for all aspects of contracting. <br />4. Mentoring/Technical Assistance <br /> Create meaningful mentoring positions with specific educational curricula. <br />5. Financial Support <br /> Use subcontractor default insurance, education, and expedited payments to help maturing companies manage <br /> cash flow. <br />6. Progress Reporting <br /> Measure the success of the diversity program in terms of dollars and percentages compared to established <br /> goals. <br />Following the plan detailed previously and working toward our corporate goal for XBE participation has seen success. <br />On the next page are examples from recent projects. We look forward to discussing these examples in greater detail at <br />our interview.
