CMc Proposal for City of South Bend — Four Winds Renovation and Expansion Project u 17 <br />PROJECT APPROACH <br />• The City is interested in using this project to support local labor. Please explain how you will tailor your approach for <br />self-performing work or pre-qualifying first tier subcontrators. <br />The Hagerman Group delivers even greater value through our ability to self-perform critical trades, which can include <br />select demolition, concrete, masonry, and carpentry scopes of work. This provides the City of South Bend with the <br />added value of greater schedule and quality control. Hagerman will provide proposals to an individual selected by the <br />City of South Bend at or before the bid deadline to maintain process integrity. <br />When it comes to competitive bidding for the scopes of work we traditionally self-perform, the solution is trust. If <br />Hagerman invited bidders to the table in concrete and masonry and never subcontracted with them, then there would <br />be an obstacle to overcome. Fortunately for the City of South Bend, that is not the case. As part of our non-public CMc <br />work, we often subcontract with these “competitors” so they know we are serious about bringing the “right” vendors <br />to the table. We are currently using Demuyt Masonry at CTB, Inc. in Milford, IN, on a $20M project. Demuyt will be a <br />masonry subcontractor who seriously looks at Hagerman’s work because of the trust and history we have fostered. <br />It is Hagerman’s standard practice to consider all available and qualified subcontractors for our work on public and <br />private projects. <br />Hagerman has a robust corporate pre-qualification program that specifically looks at the health of subcontractors and <br />vendors in two distinct areas: Financial Strength and Safety. Other ancillary criteria that we review are bonding and <br />legal issues. <br />To be prequalified with Hagerman, these vendors must score equal to or higher in these predetermined KPIs related to <br />finance and safety. This is a reoccurring 12-month approval process. <br />In addition to our corporate process, there is a provision in the IC 5-32 statute that allows for further pre-qualification <br />administered by the CMc on behalf of the Owner. We typically see criteria approved such as: <br />• Work experience, including at least three similar projects in the recent past <br />• Financial information/business organization <br />• Excellent safety record <br />• References <br />• Capacity to perform work <br />• Past work with the City of South Bend <br />• Additional requirements (i.e., roofing or glass and glazing) <br />Hagerman will conduct the prequalification process in collaboration with the City of South Bend. The Owner will <br />participate in the process and have the final approval of all subcontractors. We are looking for subcontractors who <br />share our belief in the importance of top quality work, client satisfaction, and job site safety. They become our partners <br />to complete successful projects. Once a subcontractor has completed the necessary forms to prequalify, a select group <br />of risk management associates will review their information. We treat their information with the same respect, care, <br />and security as our own. Once prequalified, the subcontractor will be added to our list of approved potential bidders. <br />• Provide a summary of how the CMc would approach the requested City/Owner Project Specific Goals and identify the <br />firm commitments that could be made by the CMc in this regard. <br />E-VERIFY AFFIDAVITS - Hagerman is an active participant of the E-Verify Program. <br />FAIR BIDDING PROCESS - Hagerman delivers even greater value through our ability to self-perform critical trades, <br />including select demolition, concrete, masonry, and carpentry scopes of work. This provides The City of South Bend <br />with the added value of a greater schedule and quality control. Hagerman will provide proposals to an individual <br />selected by The City of South Bend at or before the bid deadline to maintain process integrity. <br />Under Indiana State Law, we are limited to at most 20% of the cost of the work to be self-performed. <br />Regarding competitive bidding for the scopes of work we traditionally self-perform, the solution is trust. If <br />Hagerman invited bidders to the table in concrete and masonry and never subcontracted with them, there would be <br />an obstacle to overcome. Fortunately for The City of South Bend, that is not the case.
