• <br /> SECTION VI. SERVICE YEAR FOR PAY AND BENEFITS ADDRESSED IN <br /> ORDINANCE <br /> (a) The first service year for a member of the Police Department <br /> commences upon the individual being sworn in before the Board of Safety as a <br /> member of the department. The second service year shall begin on the next <br /> succeeding first day of January and service years shall continue to increase <br /> until the member attains the maximum salary for the particular rank they may <br /> hold. <br /> (b) Advancement from the rank of Patrolman First Class to Corporal is <br /> dependent upon three (3) complete calendar years of service plus a <br /> determination of satisfactory performance of duty and promotion by the Board <br /> of Public Safety. <br /> SECTION VII. HEALTH CARE INSURANCE COST REDUCTION PROGRAM <br /> The Board of Health Care Insurance Oversight, shall continue to <br /> operate in an advisory capacity to and under the direction of the City <br /> Controller. This Board shall be composed of representatives of the <br /> Fraternal Order of Police, Lodge No. 36, and employees of the Department of <br /> Administration and Finance of the City of South Bend, together with other <br /> employees of the City of South Bend. It shall be the responsibility of the <br /> Board to review, under the direction of the City Controller, on a regular <br /> basis the activities of the City's Health Care Insurance Program. <br /> In addition, in an effort to control health care costs, the City's <br /> current health insurance package shall be modified to provide a program <br /> containing comprehensive major medical health insurance which would provide <br /> for first dollar after a one hundred dollar ($100.00) deductible per year is <br /> met by the sworn member or officer, deductibles of ten percent (10%) of the <br /> cost of such major medical expenses, with maximun claims annual cost to the <br /> sworn member or officer for such coverage being five hundred dollars <br /> ($500.00) <br /> SECTION VIII. PAID SICK LEAVE <br /> (a) Sick Leave Cost Reduction Program. <br /> (1) The following Sick Leave Cost Reduction Program shall continue on <br /> an experimental basis for calendar years 1987 and 1988 and shall apply to <br /> all officers and sworn members of the department. This program shall be <br /> considered an experiment in encouraging the conservation of sick time and <br /> the costs thereof. <br /> (2) Through and including December 1, 1989, officers and sworn members <br /> shall be compensated for the relinquishment of earned sick time as follows: <br /> One (1) days pay for each earned sick <br /> day relinquished, with a maximun of <br /> eight (8) days per year. <br /> (3) The rate of pay for compensation for conservation of sick time in <br /> the schedule listed above shall be the then-current rate of pay for the rank <br /> of Corporal. Payment shall be made to officers and sworn members for sick <br /> time conservation on or before December 15th of each year. <br /> (4) The Sick Leave Cost Reduction Program shall not affect the current <br /> sick leave policy authorized by the Board of Public Safety. <br /> (b) Paid Sick Leave Accrual <br />
