REGULAR MEETING JANUARY 16, 2013 <br />that the Fire Department made the recommendation that the Mayor's administration concurred with, <br />that Battalion Chief Corthier belonged in the position of Assistant Chief of Training. Fire Chief <br />Steve Cox stated the Fire Department wants to put an emphasis on training, making it their number <br />one (1) priority. He noted that no matter the emergency, when 911 calls, the Fire Department almost <br />always responds. He noted that they must always be prepared for any emergency, now more than <br />ever, and as a result they are moving forward with building a new training facility that will be under <br />Assistant Chief Corthier's control. Upon a motion made by Ms. Vasquez, seconded by Mr. Taylor <br />and carried, the Chief's recommended permanent promotion was accepted and approved effective <br />January 1, 2013. Mayor Buttigieg pinned Chief Corthier's badge on him and joined the Board of <br />Safety in congratulating him. <br />ADOPT RESOLUTION NO. 03-2013 - A RESOLUTION OF THE BOARD OF PUBLIC SAFETY <br />OF THE CITY OF SOUTH BEND INDIANA - COMMENDATION FOR FIREFIGHTER BEN <br />NOELL <br />President Cottrell read a letter from the San Carlos Park Fire Protection and Rescue Service District, <br />Fort Myers, Florida, commending Firefighter Ben Noell's lifesaving actions on December 28, 2012, <br />that resulted in saving the life of a cardiac arrest patient. Mayor Pete Buttigieg read the following <br />resolution: <br />RESOLUTION NO. 03 -2013 <br />COMMENDATION FOR FIREFIGHTER BEN NOELL <br />WHEREAS, the Board of Public Safety wishes to issue commendations to individuals <br />that perform meritorious service on behalf of the citizens of this community, and; <br />WHEREAS, such service shall be recognized by the Board of Public Safety and <br />appropriate commendation shall be presented to the individuals performing said meritorious <br />service; <br />NOW, THEREFORE, BE IT RESOLVED, that commendation be given to: <br />Firefighter First Class Ben Noell <br />On December 28, 2012, Firefighter Noell was vacationing in the area of Fort Myers, <br />Florida. While F/F Noel was performing work on a house, an elderly neighbor came outside and <br />shouted for help. F/F Noell responded and inquired as to the nature of the emergency and was <br />told that the woman's daughter had collapsed. F/F Noell then entered the patient's home and <br />found her pulseless and not breathing. After 911 was called, F/F Noell began to perform CPR <br />with mouth to mouth ventilations until the paramedic ambulance arrived on scene. F/F Noell <br />continued to assist the ambulance crew and local fire department first responders throughout the <br />event until the patient was found to have spontaneous pulses. He assisted with packaging the <br />patient for transport to the hospital where she was further treated and admitted to the Intensive <br />Care Unit. <br />The American Heart Association has identified bystander CPR and notification of EMS <br />as critical links in the chain of survival for victims of cardiac arrest. Without bystander CPR, this <br />woman's chances for survival would have been near 0 percent. F/F Noell responded to this <br />emergency without hesitation and without regard to his own personal safety in order to assist a <br />fellow citizen to whom he had no legal obligation. <br />Be it further resolved that Ben Noell be commended and recognized for his quick actions, <br />dedication, and professionalism. His actions reflect highly upon him, the South Bend Fire <br />Department, and the City of South Bend. <br />ADOPTED this 16th Day of January, 2013 <br />BOARD OF PUBLIC SAFETY <br />CITY OF SOUTH BEND, INDIANA <br />
