All rights reserved. <br /> <br />Package No. 1, and a construction permit from IDEM for Bid Package No. 2. Engineer will assist <br />the Owner by completing permit applications and providing drawings and specifications for <br />required permit submittal(s). The Owner will be responsible for all permit fees and application <br />costs. Additional permitting assistance can be provided as a supplemental service. <br />Task 107 – Opinion of Probable Construction Cost <br />The Engineer will prepare Engineer's Opinions of Probable Construction Costs for the construction <br />of the project. <br />Bid Package No. 1 will include preparation of a preliminary Opinions of Probable Construction <br />Cost at the Basis of Design Memorandum (AACE Level 4) deliverable, and a final cost opinion <br />(AACE Level 1) delivered to the Owner prior to the Bid opening. <br />Bid Package No. 2 will include preparation of two preliminary Opinions of Probable Construction <br />Cost at the Basis of Design Memorandum (AACE Level 4) and 50 Percent Design (AACE Level <br />3) deliverables, and a final cost opinion (AACE Level 1) delivered to the Owner prior to the Bid <br />opening. <br />Task 108 – Bid Phase Services <br />For both Bid Packages the Owner will place the advertisement of the Invitation to Bid as well as <br />distribute copies of the Bid Documents to prospective Bidders. The Engineer will assist the Owner <br />during the Bid Phase by interpreting the construction contract drawings and specifications. <br />Engineer will lead and prepare for pre-bid meetings at the Owner’s facility as well as prepare <br />meeting summaries for the Owner to distribute. The pre-bid meetings will be attended by the <br />engineering manager. The Engineer will prepare up to three addenda, total, to the Construction <br />Contract Documents for the two Bid Packages for the Owner to distribute, if required. <br />For both Bid Packages, Engineer will attend bid openings virtually. Engineer will make bid <br />tabulations, and review questionnaires and Contractors’ bid documents for completeness. Engineer <br />will review the Contractor's bonds and insurance only for the purpose of ensuring Engineer’s <br />protections have been included. Engineer will provide a Conformed to Contract (CTC) of the <br />Construction Contract Documents to the Owner in PDF format which will include all front end and <br />bid documents as well as insurance and bonds between the contractor and South Bend. Addenda <br />items and changes to the Construction Contract Documents will not be updated by the Engineer. <br />The Owner will evaluate the bids and prepare the Contractor’s Notice to Proceed. <br />PHASE 2 - CONSTRUCTION PHASE SERVICES <br />Construction phase services will be provided for 21 months beginning approximately October <br />2023 for Bid Package No. 1 and January 2024 for Bid Package No. 2. Services beyond 21 months <br />can be provided as a supplemental service. <br />Task 201 – Preconstruction Meetings <br />At dates and times selected by the Owner and at a facility provided by the Owner, conduct separate <br />preconstruction meetings for both Bid Packages. The Engineer shall prepare agenda for the <br />meetings and prepare and distribute summary notes. The preconstruction meetings will include a
