Page 2
(Exhibit A – Engineer’s Services)
EJCDC E-500 Agreement Between Owner and Engineer for Professional Services
Copyright © 2008 National Society of Professional Engineers for EJCDC. All rights reserved.

will also lead up to four 1-hour teleconferences to review status of the project and discuss
any outstanding questions with the Owner.
2. Project Coordination and Invoicing
Engineer will provide project supervision, direction, and coordination with the Owner’s
management and staff. Project administration and management also includes budget and
schedule control, client management support, document control, coordination of activities,
monthly invoicing, and project close-out for up to 27 months. Engineer will maintain a
change register of any scope changes affecting the project budget or schedule and review it
with the Owner monthly. Engineer shall discuss and receive written approval for any scope
changes from the Owner prior to proceeding.
PHASE 1 – PRELIMINARY DESIGN, DESIGN, AND BID PHASE SERVICES
Task 102 – Process Evaluation
The existing WAS Thickening process will be evaluated, and recommendations will be provided
for treatment process improvements. Currently, waste activated sludge is pumped continuously to
the DAF units in the DAF Building. The DAF units are at the end of their useful life and in need
of replacement.
Waste activated sludge flow (current average, current peak of 77 mgd, future average, future peak
of 100 mgd) along with loading information will be analyzed and used to evaluate the following
technologies: DAF (in-kind), gravity belt thickener (GBT), thickening centrifuge, and rotary drum
thickener (RDT). The existing mixers, grinders, thickened sludge pumps, and waste activated
sludge pumps will be inspected and recommendations for improvement will be provided. Engineer
has assumed that the thickened sludge pumps will be replaced, and the waste activated sludge
pumps will be reused. The dry polymer feed system supporting the WAS Thickening process was
replaced in 2008 and is nearing the end of its useful life. The system will be evaluated for
suitability with the WAS Thickening process equipment options and a recommendation for
improvements to or replacement of the polymer feed system will be provided. If selected by the
Owner, design of a new polymer feed system can be provided as a supplemental service. The
existing HVAC system and code requirements will be reviewed to ensure compatibility with the
selected WAS Thickening equipment and if updates to the HVAC system are required, design of
these improvements can be provided as a supplemental service.
The results of the process evaluation will be summarized and presented to the Owner in a WAS
Thickening PowerPoint presentation. The Owner’s comments will be incorporated in the meeting
summary documenting the meeting and decisions moving forward.
Task 103 – Basis of Design Memorandum
A Basis of Design Memorandum (BDM) will be prepared to provide design information and
project direction related to both bid packages. The BDM will establish design criteria, project
design schedule, project sequencing plan, control descriptions, and other important project design
information. An electronic copy in PDF format of the Draft BDM will be provided to the Owner
for review to finalize design criteria prior to moving forward with design. The Owner’s comments
