32SOUTH BEND, INDIANA GSC <br />Decatur WWTP Clarifier Improvements GSC Project <br />The Decatur WWTP Clarifier Improvements project was a Guaranteed Savings project completed with <br />American Structurepoint in 2018. This project involved modifying two of the plants existing clarifiers <br />and installing all new clarifier equipment, as well as, new splitter structure weir gates, and various <br />piping improvements. During the GMP budgeting phase of the project, Kokosing evaluated multiple <br />options and vendors for the new clarifier equipment. The originally <br />specified clarifier equipment required field coatings, and due to the <br />anticipated lead time with this equipment, the installation was going <br />to fall during the winter when temperatures were not compatible <br />with the application of exterior coatings. Kokosing analyzed multiple <br />options to mitigate this issue and found that changing the equipment <br />to stainless was a more economical solution for the project rather <br />than dealing with winter conditions, or delaying the installation until <br />the spring. This collaboration between Kokosing and American <br />Structurepoint provided an economical solution to the Owner, while <br />maintaining the project schedule and budget. <br />Final Clarifier 1, 2, and 3 Improvements <br />The final clarifier improvements scope of work will be performed in parallel with the WWTP EQ Basin <br />project. The work associated with these three structures will be performed in simultaneously while all <br />three clarifiers are removed from service. <br />Similar to the EQ Basin project, the contractor staging and laydown areas will be constructed first, <br />followed by the installation of the dewatering system. The start of demolition at these clarifiers will <br />be coordinated with equipment and material deliveries. Although there is a quite a bit of demolition <br />and structural modification work to be performed in preparation for the new equipment, the start <br />date of construction will be coordinated based on the anticipated delivery date for this equipment. <br />We currently anticipate the clarifier equipment to be delivered in early 2025. The start of construction <br />for the clarifiers is anticipated to begin late 2024. We anticipate construction completion in the fall <br />of 2025. <br />E. CONSTRUCTION SCHEDULE <br />Kokosing has compiled a conceptual construction schedule based on our understanding of the <br />project scope, project constraints, and City’s LTCP completion date of December 2025. This schedule <br />is attached at the end of this section for reference. <br />F. KOKOSING'S ABILITY TO COLLABORATE WITH ENGINEERS <br />Kokosing’s approach to collaborating was developed around one of our Core Values: None of us is <br />smarter than all of us. It takes the specialized knowledge we each bring to the table to realize an <br />end product that is universally heralded as a success. With the owner’s success as the mutual goal, <br />all parties work integrally toward the achievement of the goal, regardless of short-term challenges <br />to individual team members. Collaboration means the best of ideas are elevated and informed <br />decisions made. We have had great success using this method, which is especially well suited to the <br />GSC procurement method because it allows for dialog between the owner, engineer, and contractor <br />from selection, to pricing, through execution. Below are examples collaborative GSC projects we have <br />performed.
