Klosinski, P.E., Assistant City Engineer <br />SUBJECT: 119-069B WWTP Final Clarifiers 1, 2, and 3 Improvements <br />DATE: <br />Agenda Request — Reject Bids <br />December 13, 2022 <br />The Board of Public Works opened and read bids at the November 22, 2022 Board of Public Works <br />meeting for the subject project. One bid was received, and the bid ranked as follows: <br />CONTRACTOR <br />BASE BID <br />PRICE <br />Bowen Engineering Corporation <br />$12,385.000.00 <br />Assessment <br />The lone bidder, Bowen Engineering Corporation, submitted complete documentation with their bid <br />proposal. The MBE Goal (0.66%) and WBE Goal (2.20%) for the project were met at 1.70% and <br />2.26%, respectively. Participation included process pipe supply and construction equipment rental. <br />The bid pricing submitted by Bowen Engineering Corporation exceeded the Engineer's Estimate of <br />Probably Construction Costs and the available project budget for this project. <br />Only two bidders. Bowen Engineering Corporation and Kokcsing Industrial obtained plans for the <br />subject project. Contractors and suppliers have indicated that there are large water and wastewater <br />infrastructure improvements bidding throughout the State of Indiana and neighboring states. With <br />heavy infrastructure spending slated for Indianapolis, Evansville, Columbus, Hobart, Huntington and <br />other communities over the upcoming months_ contractors are being selective of their project bids <br />and targeting larger project. Post-COVID supply chain shortages and material price increases have <br />impacted all water and wastewater bids over the past 12-18 months, and pricing is high. <br />No local South Bend contractors are bidding Wastewater Treatment Plant work as general <br />contractors except for electrical, HVAC preventative maintenance, small process mechanical piping <br />repairs, and SCADA integration services. General Contractors bidding on Wastewater and Water <br />capital projects of this magnitude are based outside of our area resulting in higher costs to mobilize <br />for multi -season and multi -year projects. <br />Recommendation — Reject Bid(s) <br />The Division of Engineering_ and Division of Utilities recommend the Board of Public Works formally <br />reject bids received for Project No. 119-069B WWTP Final Clarifiers 1.2. and 3 Improvements. The <br />project will be re-evaluated with the intention of rebidding the project. Bidding the project may be <br />delayed until Q1-2023.
