BOWEN PROJECT IMPLEMENTATION <br />4a) Provider's Involvement: Per IC 36-1-12.5-3 the Provider must perform at least <br />20% of the contract value with its own workforce. Please define how you will <br />meet or exceed this requirement on a percentage basis relative to the work to <br />be completed by your own workforce. <br />As a Provider, Bowen will self -perform 100% of the Provider responsibilities. As a General Contractor, <br />the work that we perform with our own work force averages 80% or more on the past 100 GSC <br />projects provided by Bowen. As a provider, construction manager, and contractor, Bowen greatly <br />exceeds the 20% requirement. The project scope will be comprised of dewatering, site civil/concrete, <br />piping, and process equipment setting. These are all areas we self -perform with our own labor; we <br />feel the percent self -perform on this project exceeds 80%. <br />In addition to Bowen's ability to staff your project, we also have the capability to provide Bowen <br />owned equipment for your project. We take pride in the fact that we own a large portion of equipment <br />you would potentially see on this project. Having a large equipment fleet has always been in the <br />company plan of Bowen since Bob Bowen bought the first crane back in 1971. Our ability to utilize <br />our own equipment will result in lower project costs compared to rentals or other provider's internal <br />equipment costs. Choosing a provider that has the largest Indiana -based equipment fleet will benefit <br />your project. <br />4b) Project Management: Describe how the project would be managed by the <br />Provider. Describe method and means of communication plan for the City. <br />Provide project management documentation on past projects completed by the <br />Provider. <br />Project Management drives production efficiency and project quality. Bowen utilizes its <br />Lean Construction SQP approach which stands for Safety, Quality, and Production. During <br />implementation, Bowen's Project Manager (Pat Stanford) will be South Bend's single point of <br />contact. He will be in charge of the schedule and will partner with American Structurepoint and <br />Arcadis to lay out a unified communication plan and schedule for the team. <br />Communication will be handled through regular construction meetings to update South Bend team <br />members on the progress of construction. Records of the meeting minutes will be distributed along <br />with action items, responsible persons, and due dates at every meeting. Bowen is committed to <br />never walking away from a problem, and we believe savings loss constitutes a problem that is our <br />responsibility to solve. As such, we've created a rigorous model for our process flows with the goal <br />of preemptively eliminating opportunities for error. Our pre -planning and 4 week look ahead boards <br />will intercept problems early, and will allow the team to mitigate the challenge. From daily huddles <br />where we share safety and quality concerns down to the end of shift meeting, Bowen processes <br />are detailed, rigorous, and built for success. <br />These standards are why our customers keep coming back for more. Bowen has the demonstrated <br />experience to complete both small and large projects on time and on budget. Since 2011, Bowen <br />has received multiple ACEC and IWEA awards with our GSC customers. Recognition for projects of <br />this magnitude is a result of our diligent efforts, careful planning, and skilled execution. <br />
