Staff makes no recommendation. <br />The property owner would like to replace all windows with JELD-WEN V-2500 windows. <br />The property owner would like to resize windows (ground floor south façade, corresponding to what will be the <br />kitchen). <br />The property owner would like to change the size of the third floor dormer windows facing the rear of the prop- <br />erty. This dormer has structural issues and needs to be reconstructed, in its entirety. <br />Staff conducted a site visit on May 26, 2023 with the property owner and architect. Existing windows are in <br />serviceable condition, but are in need of restoration. <br />The River Bend Standards & Guidelines state that “Original windows and doors including sash, lintels, sills, shut- <br />ters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, re- <br />placed with units and trim resembling the original.” <br />COA 2023-0601B –4 — Exterior Cladding — Staff makes no recommendation. <br />The property owner proposes installing new aluminum siding over the entirety of the structure, including the new <br />garage addition. <br />The existing ‘original’ house has aluminum siding with wood siding underneath. Preliminary exploration of the <br />condition of original siding (visible at a junction on the north side of the structure) is that it is in serviceable condi- <br />tion. Based upon other historic properties and examples, Staff estimate that 60-80% of the original siding that has <br />been covered over with aluminum (or vinyl) siding is in serviceable condition. <br />The existing rear addition is covered in aluminum siding. This siding is believed to be installed directly on the <br />framing of the structure, and is flush with the aluminum siding of the original structure. <br />The River Bend Standards & Guidelinse state that “Metal or vinyl may be used as an alternative to maintaining or <br />replacing the original surface material when it resembles the original surface material. When used over wood <br />surfaces, this siding should be the same size and style as the original wood.” <br />STANDARDS AND GUIDELINES: River Bend <br />II. EXISTING STRUCTURES <br />A. BUILDINGMATERIALS <br />Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and masonry block. In some instances, <br />vinyl or aluminum siding has been applied over the original material. <br />Required <br />Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and <br />painting. The existing architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the <br />same design and materials when deteriorated beyond repair. Masonry including brick and stucco shall be cleaned only when neces- <br />sary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low <br />pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall be used. <br />Recommended <br />Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to maintain- <br />ing or replacing the original surface material when it resembles the original surface material. When used over wood surfaces, <br />this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around <br />windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when alu- <br />minum or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar <br />joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to <br />stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint <br />profile. <br />Prohibited <br />Wood siding shall not be resurfaced with material such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inap-
