t nun Upor t: <br /> (ommunttt atO troramir DtVtlopitent Committee <br /> The November 12, 2001 meeting of the Community & Economic Development Committee was <br /> called to order by its Chairperson, Council Member Roland Kelly at 4:13 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Varner, Ujdak, Aranowski, Kirsits, and Kelly; <br /> Elizabeth Leonard, City Controller Frederick 011ett, Bob Case, Public Works Director Gary Gilot, <br /> Terry Bland of the ,OUtai Viatti rt1uUt and Kathy Cekanski Farrand, Council Attorney. <br /> Council Member Kelly noted that he had received a Memo(copy attached) requesting that Bill No. <br /> 01-94 a tax abatement request for Rufus and Ursula Chatman be withdrawn in light of the fact that <br /> the couple was unable to obtain financing. <br /> Council Member Kelly then called for a presentation on Bill No. 101-01 which would appropriate <br /> $ 126,081 received from the US Department of Housing and Urban Development's Emergency <br /> Shelter Grant Program. <br /> Elizabeth Leonard, Director of Financial and Program Management, made the presentation. She <br /> noted that the amounts to be appropriated for the Center for the Homeless, Inc. The St. Joseph <br /> County AIDS Task Force, the Youth Services Bureau, the YWCA and for administrative costs are <br /> the same amounts discussed with the Council on September 25th and were subject to a public <br /> comment period during October. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kirsits that Bill <br /> No. 101-01 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 102-01 which would appropriate $ 3,924,000 from the <br /> Community Development Fund (Fund#212). <br /> The Council Attorney noted that since Bill No. 102-01 and Bill No. 103-01 relate to the same <br /> fund,that they could be heard together for purposes of public hearing. <br /> The Committee then reviewed Bill No. 103-01 which would appropriate $ 617,393 within Fund# <br /> 212. <br /> Beth Leonard noted that Bill No. 102-01 appropriates monies from Community Development <br /> Block Grand funds and would transfer reprogrammed funds. This bill was subject to a 30-day <br /> public comment period held in October. Ms. Leonard noted that Bill No. 103-01 would <br /> appropriates monies from fees, interest income and staff support contracts. Both bills contain <br /> amounts previously discussed with the Council. <br /> Upon the advise of the Council Attorney, Council Member Ujdak noted that he is the President of <br /> "Christmas p <br /> tm in April"and Council Member Aranowski noted that he is the President of NDC. Both <br /> agencies are proposed recipients of funds addressed, but there would not be a substantial conflict <br /> of interest, but disclosure of these positions is necessary for the record both at the Committee and <br /> Council meeting levels. <br /> Following discussion, Council Member Ujdak made a motion, seconded by Dr. Varner that Bill <br />'i; No. 102-01 be recommended favorably to Council. The motion passed. <br />
