PAGE 4 CITY OF SOUTH BEND <br />MARKET DISTRICT IMPROVEMENT PROJECT <br />KEY STAFF <br />UNSURPASSED TECHNICAL EXPERTS <br />WING LAU, PE <br />QA/QC MANAGER <br />Wing has served as a quality <br />manager for some of American <br />Structurepoint’s largest and <br />highest profile projects. His experience verifying <br />and resolving plans from all transportation <br />disciplines will mean high quality documents <br />through all phases of development. His experience <br />on design-build projects allows him to review plans <br />from a contractor mindset and identify cost saving <br />concepts early on during the planning stage. <br />He has been a leader in developing and refining <br />American Structurepoint’s design quality <br />management plan. Wing has worked closely <br />with Project Manager Nick Murphy and our key <br />staff members, providing quality oversight on <br />successful transportation planning and design <br />projects in Indiana. <br />JEFF BYRD, PE <br />ROADWAY DESIGN LEAD <br />Jeff is experienced in INDOT <br />and local public agency design <br />projects and procedures. <br />His responsibilities include roadway plan <br />development, preparation of special provisions, <br />and cost estimates. Jeff has specialized experience <br />with erosion and sediment control measures, <br />lighting and traffic signal designs, multi-use trail <br />projects, maintenance-of-traffic schemes, and <br />utility coordination. Jeff’s technical capabilities <br />include software experience in MicroStation <br />Geopak, AutoCAD Civil3D, and GuideSign. He <br />is also experienced with the following design <br />guides and specifications: Indiana Design Manual, <br />Geometric Design of Highways and Streets (Green <br />Book), Manual on Uniform Traffic Control Devices <br />(MUTCD), AASHTO Guide for the Development of <br />Bicycle Facilities, INDOT Standard Specifications, <br />and City of South Bend standards. <br />PATRICK O'CONNOR, <br />PE, PTOE <br />TRAFFIC ENGINEERING LEAD <br />Patrick has specialized <br />experience in traffic operations <br />and transportation engineering in a variety of <br />projects, including signal retiming, signal design, <br />transportation modeling, and design of intelligent <br />transportation systems (ITS). Patrick has a diverse <br />background in providing a multitude of services to <br />a full range of clients throughout the United States. <br />Patrick is skilled in using Synchro, SimTraffic, HCS <br />and Tru-Traffic software, as well as AutoCAD, <br />MicroStation, AutoTurn, and SignCAD. He was a <br />key staff member on the South Bend Smart Streets <br />complete streets project. <br />BRI HOPE <br />ENVIRONMENTAL SERVICES LEAD <br />Bri has over 20 years of <br />experience in managing and <br />preparing EAs, CEs, wetland <br />delineations, water quality permitting (streams/ <br />wetlands), water quality permitting, mitigation <br />planning, and agency coordination. She has <br />extensive experience navigating the NEPA process <br />and the planning complexities often associated <br />with obtaining environmental clearances and <br />permits associated with transportation projects. <br />Bri has managed and prepared a wide range of <br />NEPA documents including projects with Section <br />106 adverse effect determinations, individual <br />section 4(f) evaluations, and disproportionately <br />impacted environmental justice communities. <br />Our team understands the importance of <br />completing projects in a timely manner. We <br />have established a high priority for the Market <br />District Improvement. We will commit the <br />staff and resources necessary to complete <br />all tasks within your schedule while <br />maintaining quality work.
