South Bend Market District Improvement Project 7 <br />What is the Advisory Council and what will they do? <br />The Advisory Council serves as a valuable resources and will offer independent perspectives, specialized expertise, <br />and strategic guidance. Members of the council are experts in their respective fields and have close ties to South <br />Bend, In. These members are not pigeonholed by any of the associated worktypes for this project. Instead, they will <br />provide guidance and expertise as needed on applicable aspects of the project. Some of their roles may include: <br />• Sharing Expertise: leverage their knowledge and experience to provide specialized advice on industry trends, <br />best practices, emerging technologies, or regulatory changes. <br />• Networking and Partnerships: Connecting us with key individuals to aid in efficiency and community/public <br />outreach. (i.e. This project lies within three city council districts, and developing relationships early will <br />be key!) <br />• Advocacy and Public Relations: With already established roles in the community, having their support will help <br />build and maintain the excitement for this project. <br /> <br />Why do we need an Advisory Council? <br />The A&Z Team is made up of qualified, experienced professionals who have completed projects with many of the <br />same elements encompassed by the Market District Improvement Project. It is precisely this experience that moves <br />us to seek the guidance of an advisory council. <br />The importance of this project extends far beyond creating safer, more convenient streets and sidewalks for <br />residents. The proposed vision is closely tied to and embraces the culture, history, and future of South Bend, IN. As <br />the Final Report from The University of Notre Dame states, this district has been left behind in terms of economic <br />development and urban renewal due to the “blighted conditions.” Teaming up with respected, local professionals <br />who have demonstrated an understanding of the community makes us more likely to deliver a project that meets <br />current and future needs and wants. <br />The Advisory Council <br />Bill Lamie, RA, AIA is one of the founding <br />principals of Alliance Architects, located <br />in South Bend, IN. He serves as an <br />administrator over planning and design <br />process for multiple projects and serves <br />as a project manager. Bill extensive <br />work experience includes several projects that have <br />helped propel the vision of redevelopment and <br />rejuvenation in the area: <br />• Howard Park Redevelopment | South Bend, IN <br />• Riverwalk Residential Neighborhood | South <br />Bend, IN <br />• Century Island Park Pavilion | South Bend, IN <br />• Northeast Neighborhood Design Guidelines | <br />South Bend, IN <br />Kamyar Fattahi, PE, PTOE, a well-respected traffic <br />engineering consultant and founder of Granger-based Traffic <br />Engineering Consultants, has agreed to come out of retire- <br />ment to serve as an advisor for the analysis and forecasting <br />of this project. His insight is priceless—not only as one of the <br />leading minds in the transportation industry, but as a resi- <br />dent of the area. Kamyar with his experience and extensive <br />knowledge of the area, his ability to outline the study area for <br />traffic studies and forecasting will be extremely helpful for <br />the Team to evaluate intersection configurations and lane <br />capacities for the present and future. <br />A few of the relevant projects in the area include: <br />• St. Joseph River Crossing Study | St. Joseph County, IN <br />• Ireland Rd. Intersection | <br />South Bend, IN <br />“When the City of Warsaw looks at hiring an engineering firm to study, design, and inspect a project, we are <br />looking for a firm that possesses the knowledge, experience, and personalities necessary to <br />work with the public and successfully complete the project. We feel that A&Z Engineering has <br />not only met our expectations but exceeded the three criteria the city looks for when seeking engineering <br />services. Jeremy Skinner, Planning Director, City of Warsaw, IN <br />Kamyar and Nitin: Working together on Gumwood Rd. <br />Kamyar and Nitin worked together on St. Jo- <br />seph County’s Gumwood road project (1.5 <br />miles) between Mishawaka City Limits and <br />Adams road. Kamyar outlined the study area of <br />traffic impact and undertook extensive traffic <br />data collection, traffic analysis and forecasting to come up with two single <br />lane roundabouts at Brick Road and Adams Road and a two-lane roadway in <br />light of a proposal to construct a five lane roadway prior to his studies. His <br />traffic analysis resulted in tremendous project savings and prevented unnec- <br />essary acquisitions of residences. His traffic analysis stands the test of time <br />after a decade of completion of the Gumwood Road project in which the road- <br />way functions efficiently conveying traffic without any hiccups to this day.
