South Bend Market District Improvement Project 10 <br />Schematics & Design: Using the constraints set forth by the data, A&Z design teams will deter- <br />mine the feasibility of the vision depicted in the Notre Dame Study and present options to stakeholders. The A&Z team <br />will present design options that mesh the vision with feasibility and achieve the five cornerstone objectives at the heart of <br />this project. <br />Roadway, Roundabout, & Bridge Design <br />Presently, the existing freeway-like infrastructure, unsafe local <br />streets, surface parking lots and vacant buildings act as barriers to <br />new investment, economic development and physical regeneration of what <br />is known as The Market District. <br />Roadway, intersection, and bridge designs will solve this problem by <br />implementing a network of complete streets. The complete streets <br />approach prioritizes designing streets that are safe and enjoyable for all <br />users regardless of age, ability, mobility, or mode of transportation. <br />Specific elements for South Bend Market District Improvement include: <br />• Sidewalks with ADA compliant curb ramps and appropriate crosswalks <br />• Designated bike lanes separated from vehicle traffic <br />• Traffic calming measures to reduce the risk of accidents <br />• Streetscapes that include green spaces and street furniture/amenities <br />such as bike racks, benches, trash receptacles. <br />• Parking facilities to promote continued growth in the area via <br />convenient and safe spaces. <br />Project Understanding & Approach <br /> Rendering of S. Eddy St. Bridge (using elements outlined in University of Notre Dame’s Final Report. ) <br />These points indicate specific street improvements described in the Final <br />Report created by the University of Notre Dame School of Architecture. S. Eddy St: reduce to two lanes, add protected bike <br />lanes and parking. <br />Northside Blvd.: 2 lanes, bi-directional traffic, added <br />parking and trees on east side <br />S. Eddy St. Bridge: Reduce to 2 travel lanes, add <br />parallel parking, protected bike lanes, planting strips <br />and sidewalks. <br />Sample St. :Add parallel parking, planting strip, and <br />sidewalks <br />S. Eddy St. & South St. @ Jefferson Intermediate School: 2 <br />travel lanes with additional parking, designated drop of lane for <br />school protected by median, bike lanes and sidewalks. <br />E. Mishawaka Ave: Reduce to 2 lanes separated by angled <br />parking in middle of street, parallel add bump outs with parallel <br />parking and sidewalks. <br />Lincolnway: 2 travel lanes w/ center turn lane, add parallel park- <br />ing, sidewalks, planting strip <br />Environmental Services: Concrete Determinations <br /> A thorough review of potential red flags in the project area using IndianaMap, Indiana StreamStats, National <br />Park Service data and the Indiana State Historic Architectural and Archaeological Research Database <br />(SHAARD). Resources identified will help guide the planning process and better define the environmental scope that <br />will be completed prior to construction activities. At this time, a Categorical Exclusion (CE) Level document is anticipat- <br />ed. Resource impacts including new permanent right of way, wetland and waterway impacts, historic resources <br />(archaeological and structural) and existing public facilities will all determine the level of CE document required for the <br />successful completion of this project. As the project progresses towards construction, final applications for permits will <br />be submitted.
