South Bend Market District Improvement Project 9 <br />Project Understanding & Approach <br />The comprehensive study by the University of Notre Dame offers a beautiful, exciting vision for the area. The study also <br />makes clear that the existing infrastructure, albeit well-intentioned, did not fully account for the future of the area and <br />economic development. The A&Z team will ensure that history does not repeat itself by completing this project in four <br />stages: <br />1. Project Kick-Off and Scoping Meeting <br />2. Data Collection & Analysis <br />3. Schematics & Design <br />4. Final Construction Planning <br />Project Kick-Off: The scoping meeting is paramount to project success. It paves <br />the way for two-way communication and ensures that all components of the project are understood. Assistant City Engi- <br />neer, Leslie Biek, PE, should expect communication from A&Z project manager, Nitin Timble, immediately upon receiv- <br />ing the Notice of Selection, where a scoping meeting will be scheduled within two weeks. Our goal during this meeting is <br />to build relationships with all stakeholders and solidify or address the following items: <br />After the project scoping meeting, A&Z will prepare the Engineer ’s Report that documents decisions from the meeting <br />and subsequent conversations with INDOT. The Engineer’s report will: <br />• Capture the project need and purpose <br />• Clearly state goals and objectives of the city <br />• Outline city’s expectations <br />• Identify potential impacts <br />• Anticipate items to be addressed by project design and development <br />• Finalize Schedule <br />• Articulate objectives and timeline for public participation <br />Roles and <br />Relationships of <br />Stakeholders Timeline <br />Communication <br />Strategy and <br />Preferences <br />Preliminary <br />Concerns & <br />Questions <br />Project Goals <br />Traffic Data, Analysis, & Projections <br />Traffic Counts will be collected (or obtained if already <br />completed for the Notre Dame charettes) so that we are able <br />to determine capacity and make projections. optimizing road networks, <br />planning infrastructure development, and improving traffic flow. Our <br />teammate for this project, United Consulting, has completed <br />hundreds of traffic studies for INDOT. Not only do they bring with <br />them the expertise from this work, but the data will be available as <br />well. <br />Data Collection & Analysis is a crucial component <br />to defining the constraints and opportunities for this vision. <br />The A&Z team will divide and conquer to collect pertinent data, conduct early <br />investigations, and establish primary connections that will serve as the basis <br />for the rest of the project. <br />Topographic Survey <br /> Aaron Springer, PS will lead the A&Z survey crew to create a detailed <br />representation of the existing physical features of the terrain. This is <br />one of the important beginning steps to ensure that our engineers and <br />designers understand the terrain, identify limitations, and make <br />informed decisions during the planning and design stage. This data will also <br />be used by Aaron to make right-of-way plans. <br />Environmental Services <br />Making note of all resources in the area at the onset of the project is crucial . A large part of this project is <br />based on the St. Joseph River along with historical and archaeological gems to aid in in achieving the <br />“Placemaking” cornerstone objective. Orbis, CFS, and Rii will complete an initial investigation and coordination with <br />agencies. <br />A&Z will support and/or coordinate efforts <br />for public outreach thought this process.
