Exhibit A - Scope of Services <br />City of South Bend <br />Splashpad Design Services - 2023 <br />4/24/2023 <br />The City of South Bend is interested in rehabilitating two splashpad areas within Couquillard and <br />Southeast Park. The City has a water feature vendor that will prepare equipment and mechanical and <br />electrical specifications for a functioning splashpad facility. However, a civil site plans clearly defining <br />layout, grading, utilities and access are necessary for a successful renovation project. Accordingly the <br />City is interested to have WBK coordinate with the water feature vendor and prepare a complete set of <br />construction plans. Completion dates for construction of both splash pads is by the end of the calendar <br />year 2023. The City desires limited bid and construction assistance. <br />Detailed tasks associated with accomplishing the City’s desired objectives with all courts is provided <br />hereafter. Also attached is a manhour estimate and indirect costs estimate. <br />Task 1 – Field Survey and Condition Assessment – WBK will subcontract a topographic and existing <br />conditions survey based on the area and scope depicted on the attached exhibits. The existing <br />conditions exhibits will depict all buildings, paved surfaces, fences, utilities and trees within these limits. <br />WBK will coordinate the field survey and will also make a condition assessment of concrete and paved <br />surfaces for use in scoping final design elements. We will create a photo log of items and conditions <br />observed. A summary e-mail to City staff will be provided to document any significant findings. <br />Task 2 –Preliminary Design – From the field work we will develop existing condition base sheets for <br />splash pad areas in both parks. Preliminary design elements include establishing limits of removal, <br />access to splash pads, drainage and utility considerations. We will coordinate with the water feature <br />vendor so the footprint of the features as well as utility elements are coordinated. We will prepare a <br />preliminary plan set for owner review and vendor coordination. We will also prepare a preliminary <br />opinion of probable cost and outline specifications for both splash pads. One meeting with the owner is <br />anticipated to review scope and provide decision for the 100% construction documents.. <br />Task 3 – Construction Documents – Prepare and complete one sets of bid and construction documents <br />for both splash pads. Construction documents shall consist of final engineering plans, specifications and <br />engineer’s estimate of probable cost. The engineering plan set is anticipated to consist of 14-16 <br />drawings total including two drawings from the water feature vendor specifying all equipment and any <br />mechanical and electrical requirements. Specifications will include quantities as well as front end bid <br />documents provided by the City. Construction completion dates are anticipated to be end of calendar <br />year 2023. <br />Tas 4 – Bid Assistance – WBK will assist the City in responding to contractor inquiries during the bidding <br />process. We will also assist with bid evaluations and bid divisions. Manhour budgets are estimated <br />based on potential involvement. <br />Task 5 – Construction Support – WBK will assist the city as necessary during construction with respect to <br />design elements and final engineering plans or specifications.
