(Commitat e3ort: <br /> Zoning a .t animation toutinittia <br /> The September 10, 2001 meeting of the Zoning and Annexation Committee was called to order by <br /> its Chairperson, Council Member Karen White at 4:55 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Coleman, Varner, White, Pfeifer, Kirsits,and <br /> Kelly; Rick Moore, Brandon Cretacci, Bart Churchwood, Jeff Myers, Jim Frick, Michael Danch, <br /> Terry Bland of the 'outb *nib Crtbunt and Kathy Cekanski Farrand, Council Attorney. <br /> Council Member White noted that the first item on the agenda was Substitute Bill No. 56-01 which <br /> is a rezoning request for the property located at the northwest corner of Bendix Drive and Prast <br /> Boulevard. Council Member White noted that this Bill received an unfavorably recommendation <br /> by the Area Plan Commission. She then read a letter dated September 10, 2001 from John H. <br /> Peddycord,Attorney for the Petitioner(copy attached) which requested that the matter be continued <br /> for a period of thirty(30) days. <br /> The Council Attorney noted that October 8th would be the meeting regularly scheduled and that she <br /> would notify Mr. Peddycord of this date. <br /> Council Member White then called for a presentation on Substitute Bill No. 57-01 which is a <br /> rezoning request for the property located at 3811 South Michigan. <br /> Jeff Myers, a staff member of Area Plan, gave the Area Plan Report. He noted that it received a <br /> favorable recommendation at the August 21,2001 Area Plan Commission meeting(copy attached). <br /> Bart Churchwood of Columbia City made the presentation on behalf of Group II Automotive DBA <br /> Bart's Car Store. He noted that the property in question is the former Richards Restaurant on <br /> South Michigan. He provided a handout on the`Bart's Car Store" (copy attached). He noted that <br /> this business is owned by four(4) individuals and introduced them, namely Ricci Moore, Brandon <br /> Cretacci, Ike Woodard and himself. They are in the business of selling two-year old vehicles at <br /> approximately half price their original retail value. They do approximately$50 million of sales per <br /> Y P „ <br /> II pp « <br /> year selling approximately 300-400 cars per month. They were the NIADA quality dealer”of the <br /> year in 2000 and placed in the top twenty nationally. Mr. Churchwood stated that they have <br /> already painted the existing building and plan to have quality landscaping, since a good image is <br /> key to the quality of their business. They project sales from this location at$ 1 million per month, <br /> and Would have between 70 -100 vehicles at this location. <br /> Jim Frick of the South Gateway Association spoke in favor of the Bill. He noted that they run a <br /> quality operation and that the South Gateway Association are excited to have them part of their <br /> association and their neighborhood. <br /> Dr. Varner noted that across the street is a residential area. He inquired about lighting. <br /> Mr. Churchwood stated that it would be directed toward the building and away from the residential <br /> area. <br /> I Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner, that <br /> Substitute Bill No. 57-01 be recommended favorably to Council. The motion passed. <br /> I <br />
