Version 6-8-2017 <br />19 <br />3.The CONSULTANT shall use the City-wide assessment as a reference to identify areas of <br />sidewalk that need to be replaced or constructed. As these areas are identified, the CONSULTANT <br />shall visit the project site to confirm the City-wide assessment’s findings. <br />4.As part of the assessment analysis and development, the CONSULTANT shall coordinate with <br />Kennedy Academy to identify primary routes for students walking to school. <br />5.Based on construction pricing available, planning level estimates will be developed to identify the <br />amount of sidewalk, curb ramps, and incidental construction that can be constructed with the <br />funding available for the project. <br />6.The assessment report shall document the findings of the evaluation and provide recommendations <br />as to areas of sidewalk and curb ramps to be prioritized for reconstruction. When possible, the <br />recommendations shall focus on stretches of continuous sidewalk to be replaced rather than spot <br />improvements. <br />7.Following completion of the assessment and determination of the sidewalk areas to be improved, <br />the CONSULTANT shall correspond with Kennedy Academy to provide information on the <br />planned improvements. <br />C.Topographic Field Survey <br />1.Following completion of the Existing Condition Assessment, the CONSULTANT shall provide <br />the topographic field survey required for preparation of design plans in conformance with the <br />requirements of the Indiana Department of Transportation Design Manual, Part III, Location <br />Surveys, a copy of which is on file with the CONSULTANT and same is incorporated herein by <br />reference and is made a part hereof. Necessary field survey to include: <br />a.The area of survey will be based upon the areas recommended for reconstruction in the <br />Sidewalk Assessment Report. It is anticipated the length of survey will be up to approximately <br />15,000 LFT and include the area between the edge of pavement and existing curb to <br />approximately 15 feet beyond the existing sidewalk or the front of the existing adjacent <br />building, whichever is nearest. Survey shots along the centerline of the roadway will be <br />collected every 100 feet. <br />b.The topographic mapping will include features such as curbs, sidewalks, traffic poles, outline <br />of landscape areas, outline of wooded areas, trees over 6-inch diameter, etc. <br />c.Establish horizontal and vertical control throughout the project limits. Horizontal control will <br />be based on the Indiana Coordinate System of 1983, East (NAD83). Vertical control will be <br />based on the North American Vertical Datum of 1988 (NAVD88). <br />d.Locate and provide rim elevations for castings (manholes, catch basins and curb inlets) within <br />the survey limits. Sanitary and storm structures will not be detailed to identify invert elevations, <br />flow direction, and type and size of pipes. Structures will be shown on the plan sheets without <br />pipe connections. <br />e.Known subsurface utilities will be depicted based on the field survey of surface markings <br />provided by Indiana Underground Plant Protection Service. <br />f.Create topographic base map from the survey data. <br />g.Right of way/property lines based on available field investigation and recorded subdivision <br />plats, apparent right of way will be shown for any areas lying outside of a subdivision. Lot lines <br />will be depicted per the recorded subdivision plats or GIS information. <br />D.Sidewalk Design and Plans <br />The CONSULTANT shall provide engineering and design services to prepare plans, calculations, cost <br />estimates, and other submittal documents in accordance with requirements outlined in the INDOT LPA <br />Process Guidance Document for Local Federal Aid Projects, dated March 2022 and the INDOT Design <br />Manual (IDM).
