Luecke, Citizen Member Isabele Gonzalez, <br /> Thomas Bodnar, Loretta Duda,Janice Talboom, Sandra Pamerlee;Jack Colwell and Nancy Sulok <br /> of the sottt) 3:01Mti 3:01M Grtbutte,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Ujdak noted that <br /> and Council Member Michigan i would not be present in light of the <br /> fact that his father is seriously hospitalized <br /> Council Member Ujdak stated that the sole purpose of the joint committee meeting was to review <br /> Bill No. 69-01 which would establish annual pay for members of the police department for <br /> calendar years 2002, 2003, 2004 and 2005. <br /> the <br /> Mayor Luecke stated that we are here in light of the governing �e law which prior eq August <br /> Common Council to establish annual pay for members of the <br /> 20th. He noted that the City Negotiating Team made an offer to the FOP Negotiating�as f ed p prior if <br /> they took the last and best offer of the city to the FOP membership <br /> August 27th, that the Council would at a later date amend Bill 69-01 which is currentl y pending to <br /> before the Council. Mayor Luecke noted that if the last and best offer of the city is not ratified or if <br /> it is not voted upon, then in such event that offer would be taken off the table by the city. Mayor <br /> Luecke then reviewed the 2d Substitute version of Bill No. 69-01 noting that the top three (3) <br /> ranks addressing police management were completed with proposed amounts, that the flex time <br /> language had been removed, and that clarification in the insurance language was included (copy <br /> attached). Mayor Luecke concluded that the offer by the city was substantial and urge the <br /> Committees to recommend the 2d substitute bill favorably to the full Council. <br /> Council Member King inquired about the insurance provisions. <br /> Mayor Luecke summarized that basically over the course of the 4-year package that officers <br /> carrying single coverage would pay approximately $ 940 more in premiums, and that officers <br /> carrying family coverage would pay approximately$2,000 more in premiums. <br /> Cheryl Greene noted that for calendar year 2000 to 2001, the City's costs increased 45% for <br /> insurance and for calendar year 2001 to 2002, the City's costs increased 33-34%. <br /> Dr. Varner inquired about the questions raised by Rick Bishop(copy attached). <br /> Mayor Luecke noted that the ranks of Police Chief, Division Chiefs and Captains had been <br /> included in the 2d substitute bill. Mayor Luecke also noted that the city negotiated in good faith <br /> and believe that a 4-year wage package is the right thing to do. <br /> Dr. Varner suggested that during the budget review that the City Administration do the planning <br /> now so that the extra money that may be needed in year four would not have to be sought. <br />
